A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARSON OPPOSING ESTABLISHMENT OF A TRANSFER
' STATION IN THE CITY OF LOS ANGELES, SOUTH OF THE
JOINT WATER POLLUTION CONTROL PLANT IN CARSON
WHEREAS, the Los Angeles County Sanitation District has indi-
cated that it has planned to build a transfer station in the City of Los
Angeles, south of the present Joint Water Pollution Control Plant; and
WHEREAS, the building of said facility has been expressed as
necessary to maintain a balance between public and private transfer
facilities in the southwest coastal plain, plus provide an alternative
when the Palos Verdes Landfill closes; and
WHEREAS, a study has been conducted to determine the physical
and economic feasibility of the facility; and
WHEREAS, there has been substantial opposition to the establish-
ment of the proposed facility by homeowners living in the vicinity of the
site;
NOW, THEREFORE; BE IT RESOLVED that the City Council of the
City of Carson has noted the potential problems attendant to the operation
' of the transfer facility, and opposes the placement of the facility at the
aforementioned location for the following reasons:.
a) increased traffic congestion with attendant hazards by
the continual movement of refuse vehicles in the area;
b) generation of additional obnoxious odors in conjunction
with the present offensive odors generated by the Joint
Water Pollution Control Plant;
c) increased air pollution with lower air quality; and
d) creation of an environment -which would have a dele-
terious effect on future economic growth, community
well being and residential property values.
PASSED, APPROVED and ADOPTED this 3rd day of April, 1978.

by the City Council of said City at a regular meeting of said Council, duly and regularly
held on the 3rd day of April , 1978 and that the same was so passed
and adopted by the following vote:
