Present: Mayor, Thomas Anderson; Councilmembers, Reiser, Thomas Crosby; Clerk -Treasurer, Hoover; Attorney, Richard Schieffer Sarah Donna Lutz, Wilfred Scherer, William Roehl; Police Chief, Charles 1. ADDITIONAL AGENDA ITEMS Council agreed to discuss the following additional items: Long Lake/Medina Morningside water Wm. Nelson proposal to sell property to city at Independence Beach 2. MINUTES OF JANUARY 5, 1982 Motion by Scherer, seconded by Reiser to accept minutes of January Motion declared carried 5, 1982, as presented. 3. PUBLIC WORKS DEPARTMENT Snow Plowing Wilfred Scherer explained snow plowing procedures during recent snow storm and reported on major repairs that were made on new road grader. 4. MARK FRANKLIN CONDITIONAL USE PERMIT EXPENSES Council reviewed JoE11en Hurr's recommendation for payment of a share of the expenses incurred in connection with Mark Franklin's Conditional Use Permit. Thomas Crosby stated that he did not believe that Mr. Franklin should be charged as much as recommended by Ms. Hurr because he believed the city had been overcautious and would not have needed all of the legal advice that had been received. Motion by Lutz, seconded by Scherer to set fee for Mark Franklin at $716. or two-thirds of the cost, with the city to pay $358. or one-third of the cost. Motion declared carried 5. INSURANCE STATEMENT OF VALUES Council reviewed existing insurance valuations of city buildings and property. Motion by Lutz, seconded by Scherer to authorize signing statement of values for 1982 insurance coverage. Motion declared carried 6. BOARD OF REVIEW MEETING Motion by Scherer, seconded by Lutz to hold Board of Review Meeting for 1983 taxes on June 1, 1982 at 6:30 P.M. Motion declared carried 7. BILLS Motion by Lutz, seconded by Crosby to pay the bills; Order Checks # 1023-1024 in the amount of $694.27 and Payroll Checks # 6524-6534 in the amount of $5908.53. Motion declared carried 8. WILLIAM NELSON Anne Heideman presented a proposal from Wm. Nelson for the sale of two lots at Indepen- dence Beach across Lakeshore Ave. from the city park. Property is approximately 145' 140' in size. Proposal requests a $30,000 down payment with the remaining $30,000 to be apid under a Contract For Deed. Council discussed how the city would use the property. Thomas Crosby stated that the property would be taken off the tax rolls if it were owned by the City. Motion by Reiser, seconded by Scherer to turn down Mr. nelson's proposal for sale of property at Independence Beach, because of cost, property being separated by Lakeshore Ave. from existing park and property would become non-taxable. Motion declared carried x 9. PERSONNEL POLICY Council reviewed prepared personnel policy, making various suggestions for changes which will be incorporated into the policy by Richard Schieffer and Anne Heideman. 10. MEDINA MORNINGSIDE/LONG LAKE WATER Thomas Anderson reported that he had discussed the possibility of a merger of the Medina- Morningside and the Long Lake water systems with Engineer, Skip McCombs. Mr. McCombs will relate to Long Lake the fact that Medina is willing to work with them on a merger if Medina is reimbursed for its existing pumps at $45,000 and repairs that have been made to the system at $22,000. 11. PERSONNEL MATTERS Motion by Scherer seconded by Crosby to hold a special meeting on Monday, February 1, 1982 at 7:30 P.M. to discuss personnel matters.
