A special meeting of Council was held to -day, April 20th, at
3:30 p.m. and was attended by i1ayor Lewis, who presided, and Coun-
cilmen Cann, Logan, Blumenthal, Righton, Sharpley, Demere, and
Town Attorney McIntyre.
Report of the Assessment Committee recommending reduction on
the following property was read and on motion of Councilman Righton
that it be approved, seconded by Councilman Cann, the motion passeds

The assessment Committee recommended that the assessments of the

made a motion that this be approved, seconded by Councilman Cann, and

RESOLUTION
RESOLVED that the report of the Committee on Assessments of valua-
tions of Real Estate and Improvements thereon in Savannah Beach,
Tybee Island, Ga., for the year commencing May let, 1933, be re-
ceived and the valuation as thereon assessed be adopted as the
basis of assessment for taxation of Real Estate and Improvements
in said Savannah Beach, Tybee Island, Ga., for the year ending
April 30th, 1934.
The Tax Ordinance was adopted on motion made by Councilman
Logan, seconded by Councilman Demere, and passed.
ORDINANCE
TO PROVIDE for the taxation of real and personal property in
the Town of Savannah Beach, Tybee Island, Ga., for the fiscal year
commencing May 1st* 1933, and to provide for the rate of licenses
for doing business in said Town of Savannah Beach, Tybee Island,
Ga., for the fiscal year ending April 30th, 1934, and for other
purpose s.
SECTION 1. Be it Ordained by the Mayor and Councilmen of the
Town of Savannah Beach, Tybee Island, Ga., in Council assembled
and it is hereby ordained by the authority of the same that the
rate of taxation upon real estate and personals: property within the
limits of the said Town of Savannah Beach, Tybee Island, Ga., for
the fiscal year commencing May 1st, 1933, shall be ONE AND ONE-QUAR-
TER PER CENT upon the assessed or returned value of same, the value
of real estate and improvements to be ascertained from the returns
of the Committee on Assessments of said Mayor and Councilmen and the
valuation of personal property to be ascertained from the returns
of the owners thereof in pursuance of the scheme and plan contained
in sections One, Two, and Three and Four of the Ordinance to provide
for the assessment of taxable property in the Town of Savannah Beach,
Tybee Island, Ga., and the mode of valuing such property for taxa-
tion and t'bm carry into effect the provisions of the Act of the Gen -
eral .Assembly of the State of Georgia approved August 13, 1922, Sod -
tion 22, passed in Council assembled October 13, 1922, and it . is fur-
ther ordained that if any person or persons should refuse or neglect
to pay any tax. required by this Ordinance within THIRTY (30) DAYS
after smae shall become due, or shall fail or refuse to pay any
DOUBLE TAX assessed as above pro :ivied within THIRTY (30 :) DAYS after
same shall become due, the Clerk of Council as Ex- officio Treasurer
of said Town shall issue execution therefor and the further sum of
ONE DOLLAR (0100) for costs, the Chief of Police and Ex- officio
Tax Collector shall proceed with such execution in the same manner as
now provided by the law in such cases of execution lodged within the
Sheriff of Chatham County.
SECTION 2. Be it further ordained that any property, including
new improvements upon completion and installation, will become tax-
ble after May lst, 1933, and shall be subject to taxation from the
first day of the month immediately succeeding the time when the
same becomes taxable and the owner or owners shall pay such propor-
tion of the tax required by this Ordinance as the,time left for the
taxable year shall bear to the whole.
SECTION 3. And every person who shall pay his taxes within

FIFTEEN (15) DAYS after same shall become due shall be entitled to a
deduction of TWENTY (ZQ) PER -CENT on account, thereof, and the Clerk
of Council an d_Ex vffi0o__Treasurer of said Town is hereby authorized
to make such deduction upon receipt of tax. The provision of this
section shall not apply to licenses for doing.business in said Town,
the rate for such licenses being NET.
SECTION 4. The licenses for doing business in the Town of
Savannah Beach, Tybee Island, Ga., for the fiscal year ending April1 30
1934, payable on or before commencing business, shal be as follows:

Every keeper or owner of a motion picture show

sweets under trade names such as "FROZEN CUSTARD" or similar
names
Each and every owner or keeper of a miniture golf course
Each and every owner or keeper of a roller coaster, each
Each and every dealer in balloons and/or novelties on streets
Each and every distributor of peanuts soliciting and deliver-
ing to stands, stores, etc.
Each and every dealer selling peanuts from auto truck or
stand and using vendors on streets
Each and every merchandise vending machine
Each and every operator of a drug store
Any person, firm or corporation within the corporate limits
of said Town, selling, offering for sale or giving a-
way, for the purpose of inducing business, any non in-
toxicating beverages not forbidden by the laws of
Georgia or of the United States and not included within'-,
the license imposed for the sale of soft drinks, in-
cluding ice- cream, candy, etc.
SECTION 5. In the event any business or calling
fie&lly mentioned in the above list set forth shall
lashed in the Town of Savannah Beach, Tybee Island,
Mayor and Councilmen reserve the right to establish
for same by resolution, which fee is to be of equal

licenses specifically mentione•..n the above section, provided how -
ever that such licenses steal - less than TWO DOLLARS -FIFTY CENTS
and not more than the sum of ENE HUNDRED DOLLARS.
SECTION 6. This ordinance shall be subject to alterations or re-
peal in whole or in part at any time during the fiscal year begin-
ning May 1, 1933, should it be deemed advisable and no such amend-
ment or repeal shall be construed to impair the right of Council to
assess or levy taxes for the whole of such year whenever made.
SECTION 7. Ali ordinances or parts of ordinances conflicting with
the provisions of this ordinance are hereby repealed, providing never-
theless that so much and such parts of ordinances passed as provided
for the execution for any tax assessment, or part of tax assessment,
required by such ordinance and now remaining unpaid, shall continue
and remain in force so as to authorize the Zlerk of Council and Ex-
officio Treasurer to issue executions and the Chief of Police and
Ex- officio TwxeCollector to°cdllect same, until taxes or ,assessments
shall be fully paid.
Councilman Logan called attention to the bad condition of the sev-
eral buildings on the property of Mre. Mary D. McFadden (formerly the
Izlar property) namely the bath - house, the building known as "Ma Car-
ter's Stand* and the building just'north of that, also the small
building on 16th. Street on Section. 41 of lot 96, the property of
Mrs. Queenie E. Dale (formerly the Izlar property). He made a mo-
tion that they be either put in a safe condition or else condemna-
tion proceedings will be installed, this was seconded by Councilman
Blumenthal, ±:nd the motion passed. The Clerk was instructed to noti-
fy these parties of the action of the Council.
The Mayor informed Council that it may be necessary to borrow at
least $1,000.00 to take care of payrolls, etc, by the end of the
month and questioned authority to borrow up to this amount if it is
necessary, Councilman Logan moved that the Mayor be empowered to
borrow up to `1,000.00 from any bank and on such terms as he may
deem necessary, this was seconded by Councilman Blumenthal, and the
motion passed.
The Budget for the ensuing fiscal year was discussed and on mo-
tion of Councilman; Cann that it be adopted, seconded by Councilman
Sharpley, the motibned passed.
BUDGET ORDINANCE
AN ORDINANCE to be entitled an Ordinance to adopt the Budget for the
fiscal year commencing May 1st, 1933, as prepared and submitted by
the Finance Committee of the Mayor and Councilmen of Savannah Beach,
Tybee Island, Ga., and for other purposes.
SECTION 1. Be it ordained by the Mayor and Councilmen of Savannah
Beach, Tybee Island, Ga., in meeting assembled that the attached
budget, which is hereby made a part hereo, as prepared by the Yinance
Committee of the Mayor and Councilmen of Savannah Beach, Tybee Island,

The Citizens Committee of Savannah Beach, appoin
to consider the advisability of securing funds from the
United States under the National Industrial Recovery let
for public improvements on Tybee Island, begs leave to report
as follows:
MENTINGS OF CO
The whole committee has held two lengthy meetings
in the office of the Chairman, the first on July 3rd and
the second on July lath, at which meetings the National
Industrial Recovery Act was studied, certain communisations
with Washington were discussed, and various projects that
might be of benefit to Savannah Beach, Tybee Island, and
the State of Georgia were considered.
At the initial meeting sub - committees were ap-
pointed to consider and investigate tha.adrisability of
a specific proposal. These sub - committees reported at
the second meeting, as more fully hereinafter sat out in
this report.
Among the projects considered were the following:

Your entire, committee feels it is1 'impera-
tive that something be done to prevent ► "e ther erosion of
the beach on Tybee Island. Is find that there is a steady
and continuing erosion and encroachment of the.Strand. Last
winter at soma points on the beach the erosion equalled
45 feet. If allowed to continue, and the existing conditions
are not remedied, the committee believes that the Strand
will ultimately be, destroyed entirely, and that the pawed
highway on Butler Avenue may be jeopardised. 'rivets property
of course will also be destroyed. A sub- committee has been
investigating the most approved method for prevention of
further erosion along the South Atlantic seaboard. Our
information is that the methods to be employed vary in
different sections, due to different' conditions. The United
