NOTE: The C4mmittee met informally to discuss the Sky-tel
Proposal with FBO's on October 29.
1. Sky-tel Proposal: Boyd Miller
Mr. Miller described his plan to locate an Airport Lodge on
the land currently occupied by the USFS borate facility and
jumper ready room. He described a phased development with
Phase I consisting of a 15 unit motel, Phase II of an addi-
tional 15 rooms, a restaurant and lounge. He would hope to
commence construction in the fall of 1987.
Mr. Miller observed that location of a terminal, as described
in the Master Plan, at this site was unsatisfactory and should
be replann~d for the industrial park area.
Lyn Clarke disagreed with this observation.
Mr. Miller requested permission to reserve the land after the
USFS relocates to its new base. The Committee generally sup-
ports the concept of the project, however, recommends to the
City Council that, if approved, the following conditions be
requested:
Ail FBO activities listed in the FBO minimum stan-
dards be absolutely prohibited.
The amount of land for the immediate and future
phases be identified and a specific time interval
be required for occupancy and construction.
That land for possible expansion of McCall Air Taxi
be allowed, if the firm is willing to pay for an
option on the land.
2. Hangar Construction: Duke Effinger
The Committee reviewed Mr. Effinger's request and recommends
that Mr. Effinger be permitted ~ construct a hangar as follows:

At a location identified on the attached map at
the end of Row 1, T-hangars.
That the width of the buildin~ be expanded to 45
feet (from 42 feet).
That Mr. Effin~er secure all necessary buildin~
permits and meet all existing building require-
ments includin~ snow loading requirements.
That the SE wall be constructed to accomodate a
~ lot line construction in that direction.
Under these conditions, a lease for building and bare ground
should be extended for such construction. The Committee finds
that the Master Plan designation for T-Hangars included other
hangar designs and configurations than the "T" design.
3. Other Business
a.)
The City Administrator reported that the Association
of Idaho Cities endorsed a proposal to secure addi-
tional State fundin~ for airport projects. The pro-
posal with include a procedure for review of projects
based upon economic development criteria.
b.)
NDB Status: Schmidt reported on the land trans-
action, difficulties with the FCC application,
power extension to the site, and the call for bids
on the radio tower. Due to a variety of schedulin~
difficulties, the facility cannot be installed until
Spring of 1987.

Dear Boyd,
This week the Forest Service has advised the City that they
wish to hold their lease on the Airport property and retain use
of the yellow metal building for their radio repair operation.
The city is in t.he process of purchasing the Seettn building on
Samson Trail for use asa city maintenance building. That
facility is currently rented to the Forest Service for their
vehicle and radio repair shops. The Forest Service has ad-
vertised and attempted to locate other suitable space for the
radio shop without success. The airport building meets their
space and configiguration requirements, namely it has the
capacity to permit indoor work on vehicles through the over-
head door.
The Forest Service is willing to renegotiate the lease with
us, and will release some of the land to the west of the
building, but it appears that, at least at the location we
have discussed, land will not be available for the airport
lodge conceivably until 1991.
I regret that the Forest Service did not consider this
option prior to our discussions. Fortunately it occurred
before you or the city expended large sums on planning or
designing the facility. This action seems to answer for all
of us the fundamental question of whether that land would be
available at that site.
I would be happy to work with you on other potential sites
if you wish. Again,I am sorry for this turn of events. How-
ever, I believe the project is still an excellent idea.
