A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARSON MAKING ENVIRONMENTAL FIND-
INGS REGARDING ZONE CHANGE CASE NO. 62-78
THE CITY COUNCIL OF THE CITY OF CARSON HEREBY FINDS, RESOLVES
AND ORDERS AS FOLLOWS:
Section 1. The City Council hereby certifies that
the final Environmental Impact Report prepared for Zone Change
Case No. 62-78 was completed pursuant to the provisions of
the California Environmental Quality Act and the guidelines
thereto and that the Council has reviewed and considered the
contents of said Report prior to deciding whether to amend
the Zoning Map of the City of Carson as recommended by
Planning Commission Resolution No. 78-436.
Section 2. With respect to the potential signifi-
cant environmental effects identified in the final Environ-
mental Impact Report, the City Council finds as follows:
1. The final Environmental Impact Report identifies
visual impact on surrounding properties as a potential signi-
ficant environmental effect. Changes have been required in
or incorporated into the development proposed by the applicant
for Zone Change Case No. 62-78 which will mitigate or avoid
this potential significant environmental effect as follows:
The existing eight foot berm on Central Avenue
will be retained and vehicle access to and egress from the
property proposed to be rezoned will be restricted to Del
Amo Boulevard. Further, any future development will be
' subject to design approval by the City which will ensure
architectural compatability with surrounding properties.
The existing zoning of the subject property does not provide
for such design review.
2. The final Environmental Impact Report identifies
increased noise as a potential significant environmental
effect. Changes have been required in or incorporated into
the development proposed by theapplicantfor Zone Change
Case No. 62-78 which will mitigate or avoid this potential
significant environmental effect as follows:
Buildings will be placed on the perimeters of the
property and parking and loading areas will be confined to
the interior of the site. Vehicle access and egress will
not be allowed on that portion of the subject property that
faces the single-family residences on Central Avenue.
