RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NAPA, STATE OF CALIFORNIA, AUTHORIZING THE CITY
MANAGER TO ESTABLISH AND IMPLEMENT
ADMINISTRATIVE REGULATIONS TO RECOGNIZE CITY
EMPLOYEES FOR THEIR YEARS OF SERVICE AND FOR
THEIR EXTRAORDINARY CONTRIBUTIONS TO THE CITY
WHEREAS, Napa City Charter Section 79 requires the City Council to approve the
compensation paid to all City employees; and
WHEREAS, through an annual budget process, the City Council adopts a staffing
plan and budget, most recently adopting the Fiscal Year 2021-22 Budget on June 15,
2021; and
WHEREAS, the City Council regularly reviews and adopts salary schedules for all
job classifications; and
WHEREAS, the City engages in fair labor practices under the Meyers-Milias-
Brown Act and negotiates with employee bargaining units including terms relating to pay
and other employee benefits; and
WHEREAS, the City Council included ensuring an efficient and stable organization
as a part of the Fiscal Year 2021-22 Council Priorities and values the critical role of
employees in delivering services to the community; and
WHEREAS, employee recognition programs unrelated to regular employee pay
and benefits are important for improving and maintaining employee engagement,
motivation and innovation; and
WHEREAS, the City of Napa has historically held employee recognition events
and celebrated employee achievements and milestones in conjunction with an informal
employee led committee; and
WHERAS, the City Manager is recommending the establishment of an employee
recognition program approved by the City Council to ensure recognition opportunities are
formalized and the City maintains compliance with Internal Revenue Service regulations
relating to de minimis compensation and any necessary budget is established through
existing budget approval processes to support such a program.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa,
as follows:

1. The City Council hereby authorizes the City Manager to establish and
implement administrative regulations to recognize City employees for their
years of service and for their extraordinary contributions to the City (an
Employee Recognition Program). The administrative regulations shall establish
the parameters by which City funds are used to recognize employees through
awards (such as certificates, plaques, trophies, or other non-cash mementos)
that are presented at employee recognition events. The recognition events may
be Citywide (for which a meal may be provided up to three times per year), or
at the department level (for which a meal may be provided two times per year);
however, the compensation to any individual employee as a part of the
Employee Recognition Program shall be limited to that which is considered de
minimis by the Internal Revenue Service.
2. The City Council hereby directs: (a) the City Manager to designate this
resolution as a City Council Policy Resolution; and (b)the City Clerk to organize
and publish this resolution as a part of the City Council Policy Resolutions.
3. City Council hereby finds that the facts set forth in the recitals to this Resolution
are true and correct and establish the factual basis for the City Council's
adoption of this Resolution.
4. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City
Council of the City of Napa at a public meeting of said City Council held on the 7th day of
September, 2021, by the following vote:
