Detention Occupancy Rates - 1997 - 2000
The square footage allocated to detention space allows the Michael W. Prenger Center to
detain six juveniles and be in compliance with the Missouri Supreme Court
STANDARDS FOR OPERATION OF A JUVENILE DETENTION FACILITY.
Occupancy rates for the past three years are shown below.

Based on figures from 2000 for out of county detention spaces utilized in Camden and
Franklin County the cost per day to detain a juvenile in another county's facility is $83.08
per day. This figure includes the actual cost of detention and staff time to transport the
juvenile. If the juvenile were detained in Cole County revenue to the County would be
$49.50 or $82.00 per day depending on the source of payment for the detention time.

As you are aware from our many previous conversations and correspondence, the present
over - crowded condition of the Cole County Jail presents, in my opinion, the most pressing
concern for the public safety of Cole County Citizens existent today. Without an adequate Jail
Facility and sufficient professional staff to complete the varied missions of the Jail, our county
criminal justice system will continue to experience all of the problems associatedwithre peat _
offenders, uncompleted court mandates, and ultimately a rise in local crime. - "_ -`
Also as you are aware, I have been in contact with the U.S. Department of Justice National
Institute of Corrections for several months, working on the beginning of the needs assessment
and planning process to formulate the most comprehensive and professional approach to not only
alleviate our present over - crowded condition, but also meet the future needs of Cole County as
well. It is my fervent desire for the Cole County Commission to work not only with the Sheriff
on this undertaking, but also the courts and agencies who comprise the network of criminal
justice providers to meet our needs in this regard.
Most important at this time, is the need for a comprehensive needs assessment and ultimately
pre- design planning for secure detention facilities for adult and juvenile offenders as well. We
need to look at our present and future programs and anticipated inmate population, alternatives to
24 -hour incarceration, and pre -trial detainee levels as well as sentenced and work- release
inmates. One of the major stumbling blocks to this process is the education of all persons as to
exactly what a jail is (and isn't). A Jail is not a prison, nor is it a halfway house. Jails are central
to the success or failure of all counties' criminal justice systems and ultimately the safety of
every citizen within the county.
It is my hope that we may avoid the following...
"..jails created without adequate pre- design work often experience problems once the
facility is opened. The
facility may be too small and quickly become overcrowded. Or it may be large enough but too
expensive to operate. Important design features may have been left out, such as the ability to see
into inmate living areas from a single control point or to move easily through the building.
Support spaces may be inadequate or missing altogether. The building may lack important
equipment and capabilities and may use materials prone to wear and breakage. The completed
building may be nothing like local officials imagined.or what the public expected for its tax
dollars. Once these faults are discovered in something as permanent and visible as a jail, they
tend to be thorns in the side of local officials for years to come. "...source: Jail Design Guide For

process needs to begin immediately and only through the full support of the Commission will we

SUBJECT: Outdoor Warning Siren
The traditional use of outdoor warning siren was to alert citizens of a nuclear attack or
weather conditions such as tornadoes.
Currently this notification is limited to Jefferson City and somewhat available at Russellville
and Lohman in Cole County. The City of Jefferson has some 15 sites utilizing the loud
siren devices.
Technology has produced devices which can also make the loud siren sounds and will
allow voice messages to be communicated to the public. This technology is being used
in communities around Cole County and has received favorable comments.
Granted the intent and most effective use is for outdoor warnings. However, there are side
benefits. This system could be used to announce messages of community interest in small
areas or county wide as needed. Examples of small area use: 4th of July activities
downtown, announcing an escape from a prison facility, a hazardous material incident or
flood related event.
You might question how effective would this be for someone in a building or vehicle. It is
quite effective and in combination with T.V. and radio interrupt, the citizens are more likely
to be informed and react in a safe manner than without.
A number of years ago a fire at a chemical factory on the eastside of Jefferson City require
evacuation of residents in the area. The residents that were not awaken at 2:00 a.m. by
the explosions were startled by the sirens blasting through the night air. The problem then
was how do you tell someone to evacuate the area now that they were awake.
A survey of Cole County was done in 1999 using population density as a guide for
installing a county wide system with a 5000 ft. radius for each siren. It is estimated that it
would take at least 50 sirens to provide coverage for Cole County. The average cost per
siren installed is 30,000.
This translates to a cost of 1,500,000.
Funding for this would most likely be the capital 1/2 cent sales tax of the county or city. This
tax generates approximately 4.3 million per year for the county and 3.9 million per year for
the city.
Given a cost of 50 sirens, a program to spread out the cost and completes the project
within a sales tax renewal cycle should be recommended.
Ownership, management and operations could be placed in the joint office of Emergency
Management. A joint agreement of how and when to sound the sirens would need to be
developed if the 911 center was to operate the sirens.

" Emergency Medical Service is a privately owned entity.

JEFFERSON CITY POLICE DEPARTMENT
Citizens Police Academy
The purpose of starting a Citizens Police Academy was to bridge the gap between the
Police Department and the people they serve. Unfortunately, for years law enforcement
agencies have shrouded themselves in secrecy. As a result, much of the public does not
understand why Police Officers handle some incidents the way they do. The public is not
aware generally of the legal requirements that.come to play. The Citizens Police Academy
is intended not only to remedy some of the misunderstanding but to allow private citizens
to experience ' some of the training and to have some "hands on" experience with some
situations that are normally not experienced outside law enforcement circles.
Applicants are chosen by the Police Department and must be recommended by a
School . Resource Officer. Applications are available at the Police Department or by
contacting your School Resource Officer /School.
The Citizens Police Academy is a ten -week academy, meeting one night per week for
three hours. Also, one Saturday is spent on a firing range and academy participants may
shoot Department weapons that the Police Officers carry. The range is optional.
During the ten weeks, a wide variety of subjects are covered such as: Criminal Law
and Court Procedures, History of the Police Department, Functions of the Field Services
Division, Community Policing, Telecommunications, Firearms, Criminal Investigations,
Drug Identification, and Crime Prevention. The classes also have many hands on practicals
for the Academy participants to be involved with the Police Officer. Also, participants are
allowed to ride along for eight hours with a Police Officer to see first hand what happens on
the street.
There is no cost for the Citizens Police Academy. Academy participants are furnished
with a notebook with information covering all the topics throughout the ten weeks. Also,
each participant receives a Jefferson City Police Department cap and t -shirt with the emblem
of the Citizen Police Academy. The shirts and caps are theirs to keep and to also wear when
they are riding with a Police Officer.
