MINUTES
The City Council of Medina, Minnesota met in regular session on
January 19, 1993 at 7:30 p.m. in the City Hall Council Chambers.
Present: Councilmembers John Ferris, James Johnson, Ann Thies,
Philip Zietlow and Mayor Anne Theis.
Absent: None.
Others Present: Public Works Director Jim Dillman, Zoning
Administrator Loren Kohnen, Police Chief Richard
Rabenort, Clerk -Treasurer Jeff Karlson and City
Attorney Ron Batty.
Additions to Agenda
1. Walnut Park skating rink.

1. MINUTES
Moved by Thies, seconded by Zietlow, to approve the minutes of
the regular meeting of January 19, 1993, as submitted.
Motion carried unanimously.
2. POLICE DONATIONS
Moved by Zietlow, seconded by Ferris, to permit the police
department to keep any donation of $300 or less in the
department's own cash account.
Motion carried unanimously.
3. WALNUT PARK SKATING RINK
Public Works Director Dillman recommended that the city cease all
maintenance of the Walnut Street skating rink due to continual
vandalism. Dillman said he was concerned about the liability of
a rink always in disrepair. Dillman said the public works crew
would make some improvements to the base area of the rink that is
unstable to minimize weak spots in the ice rink.
The Council was opposed to the discontinuation of maintenance to
the rink and agreed that residents should be given a warning that
the rink would be closed if damage continued to occur to the
rink.
4. PARK COMMISSIONER APPOINTMENTS
The Council received applications for two openings for Park
Commissioner from James Roehl, 1735 Medina Road; Gerald Dykhoff,
562 Highway 55; Peter Falkum, 495 Ridge View Circle; and Steve
Schmit, 1045 Medina Road.
Mayor Theis said the Council's objective was to insure that the
park commission fairly represented all residents of Medina.
Councilmember Thies said she was concerned that the park

commission was getting too focused on ballfields and summer
recreational activities in the Hamel area and neglecting other
areas of the City. Thies said the park commission should take a
more active role in recommending what should be done with the
parks in Medina.
Pete Falkum said park trails is an important issue to look into.
Falkum also felt that a new park in Hamel would be a big benefit
to the area.
Steve Schmit agreed and added that park dedication fees should be
assessed on every parcel which would benefit from the new park.
The Council elected James Roehl and Gerald Dykhoff by secret
ballot.
Moved by Ferris, seconded by Thies, to approve the appointment of
James Roehl, 1735 Medina Road, and Gerald Dykhoff, 562 Highway
55, to the park commission for a term of three years, ending
January, 1996.
Motion carried unanimously.
5. CITY ATTORNEY ACCESSIBILITY
The Council discussed a memo from city staff which recommended
that the council formulate a policy restricting who has access to
the city attorney.
City Attorney Batty said that calls from people outside city
staff is infrequent. He added that the few calls which do result
in fees charged are usually reimbursable.
Councilmember Ferris suggested city staff provide a short written
explanation of the application process to applicants which
clearly indicates the lines of communication they must follow.
6. REBECCA MILLER EMPLOYMENT STATUS
Clerk -Treasurer Karlson said a decision needed to be made
regarding Rebecca Miller's temporary employment status with the
City. Karlson suggested the Council offer Miller a temporary
position for 90 days to help the administrative staff during the
upgrade of computer hardware and software systems and the filing
system.
The Council directed Karlson and Police Chief Rabenort to bring
back a proposal substantiating the need for an additional office
person.
7. APPOINTMENT OF CITY AUDITOR
Moved by Ferris, seconded by Zietlow, to approve the appointment
of Kern, DeWenter, Viere as the City's audit firm for the years
ending in 1992, 1993 and 1994.
Motion carried unanimously.

8. WENCK ASSOCIATES FEE SCHEDULE
Wenck Associates submitted a 1993 fee schedule for engineering
services which reflected a 7% fee increase.
Councilmembers Zietlow and Ferris felt the 7% increase was too
high and should be more in line with the rate of inflation.
Moved by Zietlow, seconded by Ferris, to offer Wenck Associates a
3% rate increase in their 1993 Professional Fee Schedule.
Motion carried unanimously.
9. APPOINTMENT OF REPRESENTATIVE TO NW HENNEPIN LEAGUE OF
MUNICIPALITIES
Moved by Thies, seconded by Ferris, to appoint Mayor Theis as the
representative to the NW Hennepin League of Municipalities.
Motion carried unanimously.
10. HOLY NAME CHURCH GAMBLING AND SET UP LICENSES
Moved by Thies, seconded by Zietlow, to approve a lawful gambling
license and a set-up license for Holy Name Church for April 25,
1993.
Motion carried unanimously.
11. PAYMENT OF BILLS
Moved by Zietlow, seconded by Ferris, to approve Order Check
Numbers 11596-11640 for $244,306.47 and Payroll Check Numbers
13143-13163 for $16,184.09.
Motion carried unanimously.
12. ADJOURNMENT
Moved by Thies, seconded by Johnson, to adjourn the meeting at
9:42 p.m.
