M. and was attended by Mayor Lewis, who presided, and Councilmen Cann, Sharpley, Righton, Blumenthal and Logan. The minutes of the meeting of April 7th were read and adopted ex- cept as to that paragraph relating to granting property owners the use of the parking areas on certain days and which Councilman Logan ohjieo-. ted to, and moved that the action of Council be reconsidered, Council- man Cann seconded, Councilman Righton moved the motion be tabled which had no seconds. The Mayor called for a vote on Councilman Logan's motions Councilmen Cann., Logan and Sharpley voting "yes ", Councilmen Righton and Blumenthal voting. "no "" the motion passed. Councilman Logan moved that all persons using the parking space must pay for the use of same, Councilman Cann seconded, and Council- men Sharpley, Righton and Blumenthal voting "no' , Councilmen Cann and Logan votin "yea ", the motion was lost. Councilman Righton moved that the minutes of the meeting of April 7th, 1933 be kept intact and no changes made in them, Councilman Blumenthal seconded. Councilmen Righton, Sharpley and Blumenthal vot- ing «yes ", and Councilmen Cann and Logan voting "no", the motion passed. The minutes of the meetings of April 14th and 20th were read and on motion of Councilman Righton that they be adopted, seconded by Councilman Blumenthal, the motion passed. Councilman Logan made a motion that the official opening day for the season of 1933 be May 27th and that the Mayor be empowered to make any arrangements relative to this if he saw fit, Councilman Sharpley seconded, and the motion passed. The Mayor informed Council that he had been handling the matter with Mr. J. A. Booker relative to the operation of the bus line to Savannah Beach and that Mr. Booker was required to put up a bond guar- anteeing the operation of the line, Councilman Logan moved that before be permitted to operate the bus line he be required to post a suita- ble bond and that the matter be left in the discretion of the Mayor, Councilman Cann seconded, and the motion passed. Discussion was had relative to reducing the license charge of merchandise vending machines, Council was of the opinion that a charge of 320.00 for each machine was reasonable. Discussion was had of the license of 3150.00 for the selling of beer and it was the opinion of Council that this license was reason- able. The p1ection of officers for the ensuing year was brought up. The salary of the Town Clerk and Ex- officio Treasurer was fixed at 1,700 per annum, payable in monthly payments on motion of Councilman Blumen- thal, seconded by Councilman Righton, and passed. The salary of the Chief of Police and Ex- officio Tax Collector was fixed at $1,200 per annum, payable in monthly payments on motion of Councilman Blumenthal, seconded by Councilman Righton, and passed. The salary of the recor- der of Police Court was fixed at $300 per annum, payable in monthly payments on motion of Councilman Righton, seconded by Councilman Blum- enthal, and passed. The fee to be paid the Town Attorney was fixed at .$250 per annum on motion of Councilman Righton, seconded by Coun- cilman Blumenthal, and passed. Elections: Councilman Righton moved that Henry A Buckley be elected Clerk of Council and Ex- officio Treasurer, seconded by Coun- cilman Blumenthal, and the motion passed. Councilman Blumenthal moved that Dennis Lysaught be appointed Chief of Police and Ex- officio Tax Collector, this was se- conded by Councilman Logan, and the motion passed. At this point, Councilman Cann introduced a motion that the Town officers should be elected on a basis of so much per month, to hold office at the plea- sure of the Mayor and Councilmen or until their successor .:'be appoint- ed. Councilman Righton moved that the motion fixing the salaries and the electing of officers be reconsidered, Councilman Blumenthal se- conded, and the motion passed. Council then considered the motion introduced by Councilman Cann fixing the salaries of the Town offi- cers on a monthly basis, Councilman Righton seconded this, and the motion passed. Salaries: The salary of the Clerk of Council and Ex- officio Treasurer was fixed at $141.67 per month on motion of Councilman Cann, seconded by Councilman Righton, and passed. The salary of the Chief of Police and Ex- officio Tax Collector was fixed at $100 per month on motion of Councilman Cann, seconded by Councilman Logan, and passed. The salary of the Recorder was fixed at $25 per month on motion of Councilman Cann, seconded by Councilman Blumen- thal, and passed. The salary of the Town Attorney was fixed at ;;250 per annum on motion of Councilman Cann, seconded by Councilman Righton,, and passed. Fa ctionst Councilman Cann moved that Henry M. Buckley.be elec- ted Clerk of Council and Ex- officio Treasurer: Councilman Righton se- conded end the motion passed. Councilman Cann moved that Dennis Lysaught be elec- ted Chief of Police and Ex- officio Tam Collector, Councilman Logan seconded, and the motion passed. Councilman Cann moved that Orrie Ea Bright be ap- pointed Recorder,, Councilman Blumenthal seconded, and the motion passed. Councilman Cann moved that Frank P. McIntyre be ap- pointed Town Attorney,, seconded by Councilman Righton, and the mo- tion passed. 89 Councilman Cann moved that the Mayor be empowered to make ap- pointments on the Police Department on recommendation of the Po- lice Committee, Councilman Blumenthal seconded, and the motion passed. Councilman Logan moved that those operators of business places who have not paid last year's licenses not be permitted to open until said Licenses are paid, Councilman Blumenthal seconded, and the motion passed. Mr. A. F. Solms petitioned that he be granted a refund on his '1932. taxes, Councilman Blumenthal moved that when Mr. Solms pays the license of $50.00 due by him from.last year, then Council will .consider the matter of a refund on his taxes, Councilman Righton seconded, and the motion passed. Councilman Blumenthal moved that the Mayor be empowered to em- ploy an Auditor to audit the books for the fiscal year May 1st, 1932 to April 30th, 1933 at a cost of not more than $50.00, this was seconded by Councilman Logan, and the motion passed. The Clerk was instructed to move to the island for the duration of the summer months a,nd7ma'ntainrsupervision' offer the Life Guards and other incidental duties. The Police Committee was empowered to purchase whatever uni- forms are needed for the Police Department. Councilman Logan moved that the license ordinance be amended to include "that each and every operator of a Pop -corn and /or- waffle stand" be charged $10.00. A petition was made by a distributor of fruit juices that the license of $25.00 be reduced but Council was of the opinion that this license was reasonable and should not be changed. Councilman Righton moved that the following amendment to the 'building code' - be adopted, seconded by Councilman Blumenthal, and passed. ORDINANCE An Ordinance to be entitled " An Ordinance to amend an Ordinance heretofore passed by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, and known as the Building Code, by striking from an amendmantof said Ordinance, passed March 6th, 1933, certain Ian -. guage and inserting in lieu thereof certain language as hereinafter set forth, and for other purposes." SECTION 1, BE IT ORDAINED by the Mayor and Councilmen of, Savan- nah'Beach, Tybee Island, in council assembled, that that eertain Or- dinance enacted by the Mayor and Councilmen of the Town of Savannah. Beach, Tybee Island, upon Mauch 6th, 1933, amending that Ordinance known as the Buildinm Code, is hereby amended by striking tram the Ordinance of March 'th,,1933, the following language, contained in 90 the second paragraph of Section 1 of said Ordinance "erected within the area now or hereaftercesignated as the fire limits of said town, and inserting in lieu thereof the following:- "erected within the corporate limits now or hereafter designated of said town ", so that the second paragraph of Section 1 of said Ordinance of March 6th 1933, shall read as follows : - "That from and after the passage of this ordinance all frame buildings and frame structures of two or moreā€¢stories in height, e' rected within the corporate limits now or hereafter designated of said town; shall be storm sheathed and that the construction thereof shall be in all respects in accord with the requirements of the building code of said town." SECTION 2. BE IT FURTHER ORDAINED by the authority aforesaid that all ordinances or parts of ordinances in conflict herewith, be and the same are hereby repealed. There being no further business, Council adjourned subject to the call of the Mayor.
