Staff rcvie,,ed the stratus fo the NDB _nstallation as follows: A gift deed for the property is b ing prepared by Eddie Cruzen. Receipt of the deed by the City is imminent. 2. The letter to the Bureau of Aeronautics distributed with the meeting notice was received. Proper- zoning for the facility will be handled by the city staff. 2. HELICOPTER PARKING POLICY: (A-01-86) The Administrative rule (attached) and the UNICOM operator's response (also attached) were reviewed. 3. TIE -DOWN FEES: Gross receipts for the year were $2800.00 to date. Refunds to the FBO's are being prepared for the Council approval on 10/1/86. AIRPORT DEVELOPMENT PROJECT: Construction has been completed and the remaining activity is purchase of the DeBoer pracel. Considerable discussion occured on the final inspection FAA approval and Mr. Kangas response. The Committee again expressed their dissatisfaction with the seal coat work. 5. COMMITTEE REQUESTS: The Committee asked staff to present a snow plowing plan, locate the license:, and identify the renewal date for the McCall UNICOM, to schedule discussion; of a policy for vehicle parking on aircraft parking tie -down City of McCall OFFICE OF THE CLERK BOX 1065 McCALL, IDAHO 83638 AIRPORT ADMINISTRATIVE RULE A-01-86 Effective Date: September 23, 1986 A11 he'icopters using the McCall Municipal Airport shall use only the heliport for take off, landing, minor repairs, parking, fueling and other ground services. This regulation is effective from April 1 through November 1, each year. A11 exceptions shall be approved in advance by the Airport Safety Officer. A temporary heliport will be designated by the Airport Manager. Purpose: Helicopter skids damage asphalt surfaces. Parking at the heliport limits this damage to a specific location. Repairs may be undertaken inside hanger; but the aircraft must be moved to the hanger from the heliport without flying. Authority: McCall City Code 1-12-3, subsection (B): "Aircraft shall not be parked except in areas in the manner designated by the airport. Manager." Violations: Aircraft violating this rule and any person per- nitti.nt, or authorizing to the contrary shall be charged with a mis- demeanor pursuant to City Code 1-12-7, or, as also provided may be deprived of further use of the airport, or both. >_ , Ai ".ort Mana. -r Date 7 Post: McCall Air Taxi Pioneer Aviation USFS, Payette Forest City Hall PIONEER AVM PK Q'`r �� ��` Sept, 25, 1986 Bud Schmidt City of McCall Dear Bud, In regards to your Letter concerning the heLicopter which Landed on the jet ramp on 9-1-86. First of aLL, I personaLLy was not here at the time. We had one person on duty at the time and he felt he should have the helicopter Land as cLose to us as possibLe so he couLd keep an eye on the business. tde wiLL do our best to keep helicopters off this jet ramp. We wiLL however use our jet ramp when we are understaffed, which at this time of the year we usualLy are due to Lack of business. Our ramp was the originaL Landing area for heLicopters, and is quite convenient for aLL concerned. An exampLe of how helicopters operate at other airports, Boise: They request an FB0 with which they wouLd Like to Land and they fly right up to the facility. 1 heleive there asphaLt is the same as ours but they don't seem to have any probLems with damage to it. 1 realize that the Larger heLicopters will divit the asphalt and should use the helipad, especiaLLy during hot weather when it is soft, but as far as the smaLLer ones go, they don't do any damage. Another thing, I was reaLLy disapointed that I was not informed nor invited to the ribbon cutting ceremony for the airport. We must not mean much to the operation of this airport.
