Members Absent: Kathy Jackson and Frances Kay Strickland Ex-Officos Present: Janice Elliott, Recording Clerk; Bubba Hughes, City Attorney Invited Guests: Jan Leviner, Clerk of Council Roll: Danny Hill called the meeting to order. Roll was taken. Minutes: Michael Pappas motioned for the minutes of the April 7, 2014 meeting be approved. Ben Goggins seconded. Minutes were approved. Review and Complete work on Ethics Commission complaint policy and complaint procedure started at April 7, 2014 meeting): A motion was made by Dennis Alexander made a motion to amend the ethics complaint procedure as follows: Complaint delivers the complaint to the Clerk of Council. It should indicate if the accused is a city employee. The Clerk of Council is to: Refer all city employee complaints directly to the City Manager. OR review the complaint for a signature and notarization. If the complaint is not signed or notarized then the complaint will be returned to the complainant for compliance. date, stamp and initial the complaint. give a receipt letter (check list) to the complainant. deliver the complaint to the presiding commission officer within 5 business days. Motion was seconded by Michael Pappas. Motion approved. Review and discuss Ethics Commisison letter to complainant: The letter was discussed. In the previous meeting, it was decided that this checklist letter is a receipt letter given by the clerk to the complainant and given to the recording secretary to redraft. The commission reviewed the new draft and made revisions. Ben Goggins made a motion to accept the receipt (check list) letter as revised. (see letter attachment). Katherine Garlington seconded. Motion approved. Ethics Commission By-Laws (amend as needed) There was discussion on the possibly on voting to approve minutes by email due to the fact that the commission did not meet on a regular basis. The city attorney did not recommend the commission do this. It was decided there were no revisions at this time. Adjournment: Dennis Alexander made a motioned to adjourn. Micahel Pappas seconded. Motion carried. Meeting adjourned. 05/01/2014
