HomeMy Public PortalAbout2012-10-08 COW minutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on October 8, 2012 In the Boardroom Mayor Collins called the meeting to order at 6:52 p.m. Present were: Mayor Collins, Trustee Peck, Trustee Racich, Trustee Rippy (7:00 p.m.), Trustee Bonuchi, Trustee Fa y, and Trustee Lamb. Others present: Michelle Gibas, Village Clerk; Doug Ki ssel, Wastewater Superintendent; Michael Garrigan, Planning Supervisor; Dean Marquez, Building Supervisor; Traci Pleckham, Management Services Director; and John Konopek, Chief of Police. There were approximately 6 persons in the audience. Trustee Fay moved to approve the Minutes of the Special Meeting and Committee of the Whole Workshop held on September 24, 2012. Seconded by Tr ustee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Mayor Collins: • Thanked everyone involved with the planning of the Homecoming Parade. • Expressed condolences to the Harold Oliver and fa mily for the loss of his mother, Lala Oliver. TRUSTEES COMMENTS None PUBLIC COMMENTS None WORKSHOP MEETING #1 2013-2014 PROPOSED BUDGET Mrs. Traci Pleckham reviewed the proposed 2013-2014 Budget for Admini stration, Management Services, Legislative, IT, and Community Relations Departments. Mrs. Pleckham reviewed salaries and wages, benefits, utilities, s upplies and commodities, and contra ctual services. Mrs. Pleckham pointed out that the Village has hired a part -time IT position to handl e GIS and will no longer contract that out to Baxter and Woodman. Mr. Garrigan then reviewed the proposed 2013-2014 Budget for the Planning Department. Mr. Garrigan the expense history. Mr. Garrigan then reviewed various Plan ning Programs including economic development, Historic Preservation, Riverfront Planning, C onservation Plainfield, downtown planning, Vision for Di vision, Business Evolution Ce nter, and long term planning. Mr. Dean Marquez then reviewed the proposed 2013-2014 Budget for the Building Department. Mr. Marquez reviewed new, current, and completed projec ts. Mr. Marquez also re viewed residential and commercial permits, and inspections.

Mr. Kissel reviewed the Forestry Program, St reet Light Maintenance, snow re moval and salt purchase, bridge inspection program and expense history. Mayor Collins thanked the staff for the presentation. Trustee Bonuchi moved to adjourn. Seconded by Trus tee Peck. Voice Vote. All in favor, 0 opposed. Motion carried.
