HomeMy Public PortalAbout2012-10-18 Police Commission MinutesPLAINFIELD BOARD OF POLICE COMMISSIONERS MINUTES OCTOBER 18. 2012 Commissioner Michael Nott called the October 18, 2012 regular meeting of the Board of Police Commissioners to order at 6:00 p.m. In addition to Commissioner Nott, in attendance were Commissioners Greg Chapman and Raymond Brixey, Chief John Konopek and recording secretary, Kathy Glavac. The minutes of the September 20, 2012 meeting were read. There being no corrections or clarifications, Commissioner Brixey moved the minutes be approved as read. Commissioner Chapman seconded the motion. All in favor. The minutes were approved as read. Correspondence -The annual membership to the Illinois Fire and Police Commissioners Association was received. The annual membership is $375. Commissioner Nott moved the membership be renewed. Commissioner Chapman seconded the motion. All in favor. The membership will be submitted. Old Business -Rules and Regulations Amendments -Upon further review, discussion and approval received from Commission Attorney, John Broihier, Commissioner Brixey moved that the following amendments be made to the current Rules and Regulations of the Board of Police Commissioners, Commissioner Chapman seconded the motion. All in favor. The following amendments were approved: Page 12 -Promotional Scores -The weighting of the scores may be changed based upon the recommendation of the testing company and type of test being administered. This change is being tabled. Page 14-Section 4-Promotional Vacancy-Add the following to the end of the paragraph: During this probationary period. the Chief of the Department. may at his discretion. recommend that the promoted officer be removed from the higher rank and the Commission. upon such a recommendation. may summarily remove the officer from the higher rank and said officer shall revert to his or her former rank. Page 18 -Section 8c -Suspension -Add the following after "for a period of more than thirty (30) days" may demote the employee to the next lower rank. Page 18 -Section 9a -Discharge, Demotion or Suspension After Hearing -Add the following: After discharge from office, demotion or suspension ... (title and first line) Page 19-Section 11 -Findings and Decision-Add the following: (Last line of first paragraph): Upon an appeal, the Board may sustain the action of the Chief, reverse it, in whole or in part, or may suspend the employee for an additional period of not more than thirty (30) days, demote. , or discharge him depending on the facts presented. Page2 Board of Police Commission Minutes-October 18, 2012 Page 19-Section 11-Findings and Decision-Add the following: (Last line of first paragraph): Upon an appeal, the Board may sustain the action of the Chief, reverse it, in whole or in part, or may suspend the employee for an additional period of not more than thirty (30) days, demote. , or discharge him depending on the facts presented. Page 9 -Section 4 -Minimum Grade -The Board is requesting that the minimum requirements for educational preference points be amended to: Bachelor Degree in Criminal Justice or Law Enforcement, in addition to military and current law enforcement requirements. Based upon the Board's current hiring requirements an Associate Degree is now a requirement for hiring, therefore should no longer be considered for preference points. Upon consultation with Commission Attorney, John Broihier, he advises that the requirements now requested by the Board of Police Commissioners for the Village of Plainfield are not consistent with state statutes and therefore the Village of Plainfield must pass an ordinance which allows the Board such authority to enact and enforce such requirements. Chief Konopek will advise attorney, Joan Meyers of this and the Board will await the decision. This matter is being tabled at this time. New Business -The calendar of meeting dates for 2013 was presented to the Board. Commissioner Nott moved the calendar be approved, noting that the meeting time is now 6:00 p.m. and the Board may add additional meetings as needed with proper notice. Commissioner Chapman seconded the motion. All in favor. The calendar will be distributed to the Village for posting. The 2013 budget for the Commission was reviewed. A discussion ensued regarding testing costs with the upcoming Sergeant's promotional exam. After reviewing the cost of the last promotional exam, the Commissioners requested that the testing budget amount be raised to $15,000 from $3,000. Kathy Glavac will send the request to executive supervisor Carol Summerfield. The discussion turned to the upcoming promotional testing. The Commission is considering using an assessment center format. The Commission would like to hear presentations from companies offering such services to gain a better understanding of the criteria and process as well as the ability to ask questions. Commissioner Nott will contact Stanard & Associates and the Institute for Public Safety Personnel to present to the Board at their November 15, 2012 meeting. The Commissioners agreed to meet at 5:30 p.m. to complete any business before hearing the presentations.
