HomeMy Public PortalAboutJFOCM 2009-10-01RECORD OF PROCEEDINGS JOINT FACILITIES OVERSIGHT COMMITTEE MEETING October 1, 2009 Attendees: Winter Park Ranch: Jon Westerlund, Tom Newton, Jim Cordell Fraser Sanitation: Drew Matteson, Robin Wirsing, Steve Sumrall Grand County #1: Bob Wolf, Barbara Atwater, Vince Turner Others Present: John Walker, Bruce Hutchins, Joe Fuqua, Nancy Anderson Roll call was taken and the meeting was called to order by Bob Wolf at 6:00 p.m. Minutes of August 27, 2009: John Walker requested the word "well" be inserted after the word augmentation in the first sentence of the Attorney's Report. Vince Turner moved to approve the minutes from the August 27, 2009 meeting as amended; the motion was seconded by Barbara Atwater and unanimously adopted. Fraser Sanitation District Dissolution Update: Drew Matteson reported that the District's filings had been made with the Court and that an election has been ordered for November 3, 2009. Capital Reserve Investment Policy: John Walker reviewed the attached draft capital replacement reserve investment policy. Vince Turner moved to approve the Joint Facilities Capital Replacement Fund Investment Policy; the motion was seconded by Tom Newton and unanimously adopted. 2010 Budget: Robin Wirsing, Nancy Anderson and Joe Fuqua reviewed the budget and responded questions. The amount budgeted for the river study line item allows for any additional requirements that maybe imposed by the State, but not for any specific study. It was requested that an additional year -to -date column be added to the budget. Vince Turner moved to conditionally approve the 2010 budget pending approval by the individual District board; the motion was seconded by Jim Cordell and unanimously adopted. Attorney Report: No report. Plant Operations Update: Staff and John Walker met with the water engineer on -site and their proposal has been presented for the manager's review. The committee has previously approved the work. Joe Fuqua reviewed the Granby Sanitation composting operation and the costs. Vince Turner stated that he too had investigated the Granby Sanitation process and found it labor intensive. It was decided that further study is needed. Investigation of alternative power sources continues. Joint Facilities Oversight Committee Meeting October 1, 2009 Power installation estimates for the blower were reviewed. Final installation is still awaiting parts. Board Choice: Grand County Water and Sanitation District: Vince Turner moved, and Barb Atwater seconded the motion to approve the 2010 JFOC budget. The motion was unanimously adopted. The next meeting is scheduled for October 22, 2009, but if the individual Districts approve the budget this meeting will be cancelled. It was duly moved by Barbara Atwater, and seconded by Drew Matteson and unanimously adopted that the meeting stand adjourned. CtX Secretary rThc
