HomeMy Public PortalAbout2015.194 (10-20-15)RESOLUTION NO. 2015.194 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH MUNITEMPS FOR TEMPORARY STAFFING SERVICES FOR A NOT -TO- EXCEED AMOUNT OF $62,400 IN ADDITION TO THE INITIAL AUTHORIZATION BY THE CITY MANAGER OF $15,000 FOR A TOTAL AUTHORIZATION OF $77,400 WHEREAS, the City Clerk's Office has the following positions: Executive Assistant to the City Clerk, Deputy City Clerk, and Office Assistant II positions; and WHEREAS, these positions are essential to the operation of City Clerk's Office (i.e. maintain records, handle PRA requests, prepare minutes for Council, Commission and Successor Agency meetings, assist with Municipal Elections, update the Municipal Code etc.); and WHEREAS, both the Executive Assistant to the City Clerk and the Deputy City Clerk positions are vacant; and WHEREAS, due to the recent resignation of an Executive Assistant to the City Clerk in the City Clerk's Office, and the leave of absence for the Office Assistant II, temporary staffing is needed; and WHEREAS, the City Council granted authorization to the City Manager to provide professional temporary staffing services through Muni -Temps agency to the City of Lynwood. The engagement was made under the City Manager's authority in the amount of $15,000; and WHEREAS, Section -6 -3.13 of the Lynwood Municipal Code authorizes the City Council to dispense with formal bidding requirements by 4 /5ths vote, when the services may be acquired more economically and efficiently through the use of an alternate procedure. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, ORDER, AND RESOLVE AS FOLLOWS: Section 1. That the City Council authorizes the Mayor to approve an agreement for temporary staffing services with Muni Temps, with a not -to- exceed amount of $77,400, approved as to form by the City Attorney, Section 2. That the City Council authorizes the City Manager or designee to adjust the budget and appropriate the funds as follows: $77,400 from Salary and Benefit Professional /Contractual Expenditure Line Items Based on Salary Allocation to Services (1011.15.105.62015) Section 3. This resolution shall become effective immediately upon its adoption. Section 4. The City Clerk shall certify as to the adoption of this City Council Resolution.
