HomeMy Public PortalAbout2015.185 (10-20-15)RESOLUTION NO. 2015.1 85 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE AMENDED 2010 URBAN WATER MANAGEMENT PLAN WHEREAS, the Urban Water Management Planning Act (Water Code Section 10610 et. seq.) requires every urban water supplier to prepare an Urban Water Management Plan ( "UWMP "), the primary function of which is to describe and evaluate reasonable and practical efficient water uses and conservation activities; and WHEREAS, the Urban Water Management Plans must be prepared every 5 years and submitted to the Department of Water Resources (DWR); and WHEREAS, DWR's Integrated Regional Water Management, water conservation grants and certain water grants through other state agencies require that a supplier has a complete UWMP to receive funding; and WHEREAS, DWR, upon review of the City's 2010 UWMP, recommended for the City to revise the 2010 UWMP as it relates to the following elements: 1) Population Estimates; 2) Demand Measurement Measures; and 3) Wastewater; and WHEREAS, at the request of DWR to provide proposed revisions to DWR prior to City Council's approval, SA and Associates, the City's consultant, provided proposed revisions to DWR; and WHEREAS, DWR finds the proposed amendments to the 2010 UWMP meet the Water Code; and WHEREAS, the 2010 UWMP was made available for public review at the City Clerk's office starting on October 1, 2015; and WHEREAS, a Notice of Public Hearing on the adoption of the amended 2010 Urban Water Management Plan (2010 UWMP) was published in Lynwood Press on October 1, 2015 and October 8, 2015; and WHEREAS, the City Council held a public hearing on October 20, 2015 at the Lynwood Council Chambers located at 11330 Bullis. Road, Lynwood, CA. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY. FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS: Section 1. That the City Council adopts the amended 2010 Urban Water Management Plan attached hereto as Exhibit A. Section 2. That the Director of Public Works or his designee is authorized and directed to file the amended 2010 Urban Water Management Plan with the California Department of Water Resources. Section 3. That the adoption of the amended 2010 UWMP is categorically exempt from the California Environmental Quality Act ( "CEQA ") under Section 15307 of the CEQA Guidelines (Actions by Regulatory Agencies for Protection of Natural Resources). Section 4. That this Resolution shall take effect immediately upon its adoption. Section 5. The City Clerk shall certify as to the adoption of this City Council Resolution.
