Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on October 29, 2012 In the Boardroom Mayor Collins called the meeting to order at 7:00
p.m. Present were: Mayor Collins, Trustee Racich, Trustee Rippy, Trustee Bonuchi, Trustee Fay, and Trustee Peck. Board absent: Trustee Lamb. Others present: Brian Murphy, Administrator;
Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Michael Garrigan, Planning Supervisor; Dean Marquez, Building Supervisor; Traci Pleckham, Management Services Director;
and John Konopek, Chief of Police. There were approximately 3 persons in the audience. PRESIDENTIAL COMMENTS None TRUSTEES COMMENTS None. PUBLIC COMMENTS None. WORKSHOP #1 2013-2014
PROPOSED BUDGET Chief Konopek gave a presentation regarding the proposed 2013-2014 Budget for the Police Department. Chief Konopek stated that the proposed budget is status quo and reviewed
the organization chart, the strategic plan, staffing, and equipment. Chief Konopek stated that compared to surrounding communities, the Village has the 2nd lowest number of sworn officers
with 1.27 officers per 1,000 residents. Chief shared some of the current issues facing the Department as well as many of the successes including the numerous awards that the Police Department
has won. Chief pointed out that the budget for Police Commission has a slight increase of $12,000 for Police testing/hiring. Mrs. Traci Pleckham then reviewed the Revenue and Expenses
of the General Fund. Mrs. Pleckham stated that staff is proposing to keep the same dollar amount for the property tax levy. The tax rate will depend on what the final assessments are
for the Village. Mrs. Pleckham also reviewed other sources of revenue including, sales tax, amusement tax, licensing, and permits. Trustee Peck and Trustee Rippy suggested eliminating
the amusement tax. Mayor Collins thanked the staff for the presentation and read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Bonuchi. Voice Vote. All in favor, 0
opposed. Motion carried. The meeting adjourned at 7:35 p.m. Michelle Gibas, Village Clerk
