THE CITY OF RICHMOND, INDIANA, JANUARY 4, 2007
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, January 4, 2007, in the Community Room at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members John Kenny, Dian Lawson and
Mary Jo Flood. Also attending were Assistant City Attorney Kenyatta Cox, Metropolitan
Development Director Tony Foster and Building Commissioner Wayne Jackson.
The following business was conducted:
CALL TO ORDER
Kenny called the meeting to order and noted for the minutes that all board members and legal
counsel were present.
APPROVAL OF MINUTES
Kenny made a request to the board to approve the minutes for the December 28, 2006 meeting.
Flood made a motion to approve with a second by Lawson. The motion was unanimously
passed.
CLAIMS FOR PAYMENT
Kenny made a request to the board to approve the claims for payment in the amount of
$477,095.66. Some of the larger items were construction at the Rose City Business Park in the
amount of $290,000.00 with $210,000.00 coming from Grants and $82,000.00 coming from
Redevelopment Funds, $55,000.00 to Bolin Construction for Street Rehabilitation Projects,
Achieva Expansion Project paid to Lacy Building Corporation in the amount of $66,900.00, and
some repairs for Street Department equipment to Greens Fork Alignment and Brown Equipment
Company for sweeper parts and maintenance on other equipment. Lawson made a motion to
approve with a second by Flood. The motion was unanimously passed.
REQUEST
A. Kenny made a request to the board that was submitted by Captain Ponder for the
approval of a Reserved Residential Handicapped Parking Space for Mike Durham at
224 North 21st Street. Flood made a motion to approve with a second by Lawson.
The motion was unanimously passed.
B. Kenny made a request to the board that was submitted by Buckley Excavating for the
approval to close the North 10 foot wide alley directly behind the buildings in the 700
block of East Main Street for excavation and maintenance for approximately 7 -10

business days starting January 8, 2007. Lawson made a motion to approve with a
second by Flood. The motion was unanimously passed.
C. Kenny brought to the board a request that was submitted by Kim Kelly from the
Salvation Army for the approval to close North 10th Street from Main Street to North
"A" Street and the parking lot on North 10th street on Saturday, September 8, 2007
from 4:00 PM to 11:00 PM for the Annual Takin' It To The Streets event. Flood
made a motion to approve with a second by Lawson. The motion was unanimously
passed.
D. Kenny added an agenda item that was presented by Metropolitan Development
Director Tony Foster for the approval to select consultants for the Scenic Byways
Grant and the Transportation Enhancement Grant. He explained that this is a process
that allows the city to do price negotiations with the firms that are selected. Butler
Faiman & Seufert was the firm that scored the highest in the Request for
Qualifications.
a. Lawson made a motion to enter into price negotiations with Butler, Fairman &
Seufert as consultants for the Scenic Byways Grant with a second by Flood.
The motion was unanimously passed.
b. Flood made a motion to enter into price negotiations with Butler, Fairman &
Seufert as consultants for the Transportation Enhancement with a second by
Lawson. The motion was unanimously passed.
CONTRACTS
A. Kenny made a request to the board that was submitted by Street Commissioner
William Smith to approve Contract No. 1 -2007 that is a contract between the Board
of Public Works and Safety and D &D Janitorial for janitorial services at the facilities
occupied by the Richmond Street Department. Lawson made a motion to approve
with a second by Flood. The motion was unanimously passed.

A. Kenny brought to the board bids for the demolition of unsafe buildings. Those bids
