A RESOLDTION OF THE CITY COUNCIL OF THE CITY OF CARSON
REVISING THE WAGES AND FRINGE BENEFITS FOR PUBLIC
SERVICE EMPLOYYMT TRAINEE CLASSES RESOLLTFIaN NO. 79-224.
THE CITY COUNCIL OF THE CITY OF CARSON HEREBY RESOLVES AS
FOLLOWS:
Section 1. The City of Carson and the County of Los Angeles
have entered into a contract pursuant to Public Laws 93-203 and 95-524,
the Comprehensive Employment and Training Act Amendments of 1973, as
amended, and the Comprehensive Employment and Training Act Amendments
of 1978, as amended, hereinafter referred to as "CEPA."
Section 2. The City of Carson hereby determines that the
following wages and fringe benefits provided by the city shall be provided
to eligible CEPA public service employment trainee classes:
a. Wages: CElA public service enployment trainee classes shall
be paid at a rate established in the plan of compensation for public service
employment trainees. Incumbents in said classes shall be paid on a bi-
weekly basis on alternate Thursdays in accordance with city rules and
procedures;
b. Health Insurance: The city shall pay the full cost of
health insurance provided by the city for each CEPA public service employ-
ment trainee, excluding the cost of any dependent coverage;
c. Life Insurance: The city shall pay the full cost of life
insurance provided by the city for each CETA public service employment
trainee;
d. The Personnel Rules and Regulations of the City of Carson
shall not apply to CErA public service employment trainees except for
Section 2 of Rule XIV, Legitimate Reasons for Disciplinary Action;
e. Grievance Procedure: Public service employment trainees
shall be eligible to use the grievance procedure established in appli-
cable employer-employee resolutions.
f. Vacation Leave: The city shall provide vacation leave
benefits to CErA public service employment trainees equivalent to those
provided in applicable employer-enployee resolutions establishing vacation
leave benefits, except that such trainees shall receive no monetary
compensation for unused vacation leave;
g. Holidays: The city shall provide holiday benefits to CEPA
public service employment trainees equivalent to those provided in appli-
cable employer-employee resolutions establishing holiday leave benefits,
except that such trainees shall receive no monetary compensation for
unused holiday leave;
h. Sick Leave: The city shall provide sick leave benefits
to CETA public service employment trainees equivalent to those provided
in applicable employer-employee resolutions establishing sick leave
benefits, except that such trainees shall receive no monetary compensation
for unused sick leave;
i. Emergency and Personal Leave: The city shall provide -
emergency and personal leave benefits to CEPA public service employment
trainees equivalent to those provided in applicable employer-errployee
resolutions establishing emergency and personal leave benefits;

j. Military Leave: The city shall provide military. leave benefits
to CETA public service employment trainees equivalent to those provided in
applicable employer-employee resolutions establishing military leave benefits;
k. Leave Without Pay: The city shall provide leave of absence
without pay benefits to CETA public service employment trainees equivalent to
those provided in applicable employer-eirployee resolutions establishing leave
without pay benefits, except that the City Administrator shall not grant a
leave of absence in excess of thirty (30) working days.
1. Promotional Exams: The city shall permit CETA public service
employment trainees to participate in promotional examinations for entry
level positions in the city service including but not limited to Office Clerk
and Utility Worker; provided, however, that at least six (6) employees must
file who meet the eligibility criteria specified for the position on the date
of their application, and provided that said trainees meet the minimum quali-
fications specified in the class specification for the position, and provided
that said trainees last performance evaluation was satisfactory.
Section 3. This resolution shall take effect as of the first day
of July, 1980.

do hereby certify that the whole number of members of the City Council of
said city is five; that the foregoing resolution, being Resolution N. 80-109,
was duly and regularly adopted by the City Council of said city at a regular
meeting of said Council, duly and regularly held on the 2nd day of June,
1980, and that the same was so passed and adopted by the following vote:
