Call to Order; Roll Call
Regular Meeting
Minutes
7:00 P.M.
Greencastle City Hall
Mayor Murray called the meeting to order at 7:00 PM; upon roll by Clerk -
Treasurer Lynda Dunbar the following were present: Adam Cohen, Jinsie
Bingham, Mark Hammer, Tyler Wade and Phyllis Rokicki.
Public Petitions and Comments: None
Special Requests:
A. Street Closure- Main Street Greencastle- Tami VanRensselaer — Motion
was made by Adam Cohen to accept the street closure as presented,
second Jinsie Bingham, 5 -0, motion carried.
B. Greencastle Homecoming Parade- Common Council acknowledged that i
is ok to allow the Greencastle Homecoming Parade to roll through town on
September 18, 2015 with a police escort. Tom Sutherlin is in agreement.
Public Hearing- Vacation of Rights -Of -Way- Motion by Adam Cohen to close
the public hearing, second Phyllis Rokicki, 5 -0, motion carried. Shannon
Norman verified that all certified notices were sent out to everyone involved.

Tom Sutherlin and Bill Newgent shared with the council that they both attended
an afternoon seminar on NARCAM presented by Ed Barcus with the Indiana
EMS. They explained that NARCAM is administered to heroine overdoes and
opiate pain killer overdoses. NARCAM is administered through the nose
eliminating the use of sharp needles. Both GFD and GFP are supportive of the
program and look forward to implementing this to all first responders in the city.
Tom Sutherlin also learned that Putnam County Operation Life can provide
sharp's containers for each police car. Once full, they can be returned
to Methodist Hospital for disposal at no charge to the city.
VI. Reports
a. Mayor's Report- The Mayor reported the following:
• Pre - construction meeting will be held on Facades II project next week
Facades II project will be scheduled to be done by 12/31/2015.
• Sidewalk construction and Street resurfacing will begin soon. Street
resurfacing schedule will be in the paper once schedule is received
from contractor.
• The YMCA will be holding focus group meetings the week of August
17. This will help determine our needs for a community building.
• Vine Street is still running ahead of schedule.
• The land acquisitions on South Street are almost complete.
Construction is scheduled for 2016.
b. Clerk- Treasurer's Report- Budget information will be reported on during
New Business
c. Councilors' Report- Phyllis Rokicki and Jinsie Bingham had an
opportunity to meet with council scholarship recipient Rebecca Moore.
Adam Cohen reported that the new DePauw freshman class will be arriving
on August 22, 2015 and the other students on August 26, 2015.
VII. Approval of Minutes
A. Regular Session — July 14, 2015
Motion by Tyler Wade to approve the July 14, 2015 minutes with a change
made to item C under New Business. The minutes need to read "Motion
was made by Tyler Wade not Mark Hammer ", second by Adam Cohen, 5 -0,
motion carried.
VIII. Approval of City Claims
A. Motion by Mark Hammer to approve claims as presented, second by Adam
Cohen, 5 -0, motion carried.
IX. Old Business
A. Ordinance 2015 -5 (Second Reading) — An Ordinance Approving the
Vacation of Rights -Of -Way Including A Twelve -Foot (12') Alleyway
that Runs East From Crown Street to Illinois Street Between Peck Pt.
Lots 2,3,4,7,8,9,10,11,12,13, &14 Blk. 2 and A Twelve -Foot (12')
Alleyway That Runs South from Howard Street to Erins Subdivision
Between Peck Pt. Lots 1,2,3,4,7,8,9,10, & 14, Blk.2. Located in the City
of Greencastle, Putnam County, Indiana.- Motion was made by Mark
Hammer to approve Ordinance 2015 -5 as presented, second by Phyllis
Rokicki, 5 -0, motion carried.
X. New Business
A. Approval of the Greencastle Redevelopment Commission's Annual
Report - Motion was made by Adam Cohen that the Greencastle Common
Council received the Greencastle Redevelopment Commission's Annual
Report and approves the Clerk- Treasurer to enter it into the state's
Gateway system as presented, second by Jinsie Bingham, 5 -0, motion
carried.
B. 2016 Budget- Budget was presented to the Common Council. Permission
was given by the Common Council for the Clerk Treasurer to submit a copy
to the county by September 1, 2015 for non - binding review and to submit
the advertising portion onto Gateway. Mark Hammer and Adam Cohen
recommended a $2,000 raise for the Mayor and a $1,000 raise for the
Clerk- Treasurer to be added to the budget.
B. Ordinance 2015 -6 (First Reading) An Ordinance Amending The
Greencastle Planning and Zoning Ordinance by Amending the Zoning
Map. - Motion was made by Adam Cohen to approve Ordinance 2015 -6
(first reading ) as presented, second by Phyllis Rokicki, 5 -0, motion
carried.
XI. Adjournment:
Motion by Jinsie Bingham to dismiss at 8:19 PM, second by Mark Hammer,
5 -0, motion carried.
