August 19, 2015 4:30 P.M. Greencastle City Hall
Call to Order; Roll Call
Mayor Murray called the meeting to order at 4:30 PM; upon roll by Clerk
Treasurer Lynda Dunbar the following were present Susan Murray,
and Trudy Selvia. Thom Morris arrives late.
II. Special Requests- None
III. Approval of Claims
A. Water- Motion by Trudy Selvia to accept the Water Claims as presented,
second Sue Murray, 2 -0, motion carried
B. Wastewater- Motion by Trudy Selvia to accept the Wastewater Claims as
presented, second Sue Murray, 2 -0, motion carried.
IV. Department Reports
A. Fire Department — Bill Newgent
B. Planner — Shannon Norman
C. Police Department —Tom Sutherlin
D. Department of Public Works — Brad Phillips
E. Water & Wastewater Department — Robert Lovell
F. City Attorney - Laurie Robertson Hardwick
G. Park and Recreation — Rod Weinschenk

V. Approval of Minutes
A. Regular Session — July 15, 2015
B. Special Session — July 20, 2015
C. Special Session — August 5, 2015
Motion by Trudy Selvia to accept June 15, 2015 and August 5, 2015 minutes
as presented, second Sue Murray, 3 -0, motion carried.
Motion by Thom Morris to accept July 20, 2015 minutes as presented, second
Sue Murray, 2 -0, motion carried. Trudy Selvia abstained.
VI. Old Business
A. Updates IDEM Compliance Efforts
Water Project — Contractor is in the process of connecting and pressure
testing new piping installed.
WT -5 Operators- Rob presented to the BOW a letter of his concerns
about filling the WT -5 operator positions.
VII. New Business
A. Water SRF Loan Claim Docket- Motion by Sue Murray to accept the
SRF Loan Accounts Payable Docket as presented, second Trudy Selvia,
3 -0, motion carried.
B. Police Promotions- Charles Inman promoted to Captain and Michael
Collins, Ed Wilson and Eric Vaughn promoted to Sergeant. Motion by
Trudy Selvia to approve the recommendation by Tom Sutherlin to
approve the promotions as presented effective August 22, 2015, second
Thom Morris, 3 -0, motion carried.
C. Change Order 4 Water Plant Project- Motion by Thom Morris to accept
Change Order 4 to upgrade the control panels in wells 3, 6, and 7,
second by Trudy Selvia, 3 -0, motion carried.
Adjournment
Motion by Trudy Selvia to dismiss at 5:12 p.m., second by Thom Morris, 3 -0,
motion carried.
