Minutes
September 8, 2015 7:00 P.M. Greencastle City Hall
Call to Order; Roll Call
Mayor Murray called the meeting to order at 7:00 PM; upon roll by Clerk -
Treasurer Lynda Dunbar the following were present: Adam Cohen, Jinsie
Bingham, Mark Hammer, Tyler Wade and Phyllis Rokicki.
Public Petitions and Comments:
Wally Hinkle asked the Common Council a series of questions relating to the
water utility. The Mayor responded that the Utility had been exploring other
avenues and the city might be able to use remote monitoring as an option. The
Mayor asked Mr. Hinkle to provide her with the questions and she would get
back with him.
III. Special Requests:
A. Street Closure- DePauw University- Home Football Games — Motion
was made by Mark Hammer to accept the street closure as presented,
second Phyllis Rokicki, 5 -0, motion carried.
B. Street Closure- Octoberfest Block Party-Cindy Wright — Motion was
made by Adam Cohen to accept the street closure as presented, second
Jinsie Bingham, 5 -0, motion carried.
C. Street Closure- Greencastle Fire Department- Fire Department requested
a street closure on October 1, 2015 from 3:00 -8:00 pm on Indiana Street
from Walnut Street to Poplar Street. Motion was made by Adam Cohen to
accept the closure as presented, second Tyler Wade, 5 -0, motion carried.
IV. Public Hearing- 2016 Budget- Motion by Adam Cohen to close the budget
public hearing, second Mark Hammer, 5 -0, motion carried.
V. Department Reports:
a. Cemetery — Ernie Phillips

d. Park and Recreation — Rod Weinschenk
e. Planner — Shannon Norman
f. Police Department — Tom Sutherlin
g. Department of Public Works — Brad Phillips

Tom reported drug take back day will be Saturday, September 26, 2015 at the
Greencastle High School Parking Lot
Rob Lovell reported that all the waterlines for the water plant project are all
Installed and have passed all tests.
VI. Reports
a. Mayor's Report- The Mayor reported the following:
• YMCA Survey- Had not received any additional information.
• Vine Street — It is anticipated to be done around October 26 -28, 2015
• Loft apartment bids were open. We received one bid and the
property owners are deciding if they are going to proceed.
b. Clerk- Treasurer's Report- Budget information will be reported on during
New Business
c. Councilors' Report- Tyler Wade thanked Buddy Jones for removing a
deer carcass from a resident property on Indianapolis Road. Phyllis Rokicki
thanked the street department for its quick responses. Mark Hammer
reminded residents, if you have a street light out you can call and report it to
Linda Huber at 765 -848 -1515.
VII. Approval of Minutes
A. Regular Session —August 11, 2015
Motion by Phyllis Rokicki to approve the August 11, 2015 minutes as
presented, second by Jinsie Bingham, 5 -0, motion carried.
VIII. Approval of City Claims
A. Motion by Mark Hammer to approve claims as presented, second by Tyler
Wade, 5 -0, motion carried.
IX. Old Business
A. Ordinance 2015 -6 (Second Reading) An Ordinance Amending The
Greencastle Planning and Zoning Ordinance by Amending the Zoning
Map. - Motion was made by Mark Hammer to approve Ordinance 2015 -6
(second reading ) as presented, second by Tyler Wade, 5 -0, motion carried.
X. New Business
A. Ordinance 2015 -7 — (First Reading) An Ordinance for Appropriation and
Tax Rates - Motion was made by Tyler Wade to approve Ordinance 2015 -7
(first reading ) as presented, second by Adam Cohen, 5 -0, motion carried.
B. Ordinance 2015 -8 — (First Reading) An Ordinance Establishing the Size of
the Departments of the City Government of the City of Greencastle, Indiana,
Fixing Salaries for the Employees of Such Departments and Fixing the
Salaries of Certain Other Appointed'Officials for the Year 2016- Motion was
made by Tyler Wade to approve Ordinance 2015 -8 (first reading) as presented,
second by Mark Hammer, 5 -0, motion carried.
C. Ordinance 2015 -9- (First Reading) An Ordinance Fixing the Salaries of the
Elected Officers of the City of Greencastle for the Year 2016- Motion was
made by Phyllis Rokicki to approve Ordinance 2015 -9 (first reading ) as
presented, second by Adam Cohen, 5 -0, motion carried.
D. Resolution 2015 -18 — A Resolution Authorizing Funding of Area 30 Adult
Computer Numerical Controlled (CNC) Education from Industrial
Development Fund- Motion was made by Tyler Wade to approve Resolutions
2015 -18 as presented, second by Adam Cohen, 5 -0, motion carried.
E. Proposal for the Rebuild of Tennis Courts at Robe--Ann Park- Motion was
made by Tyler Wade to allow Mayor Susan Murray to sign the Notice of Award
and Notice to Proceed with McCullough Excavation, second by Adam Cohen, 5-
0, motion carried.
F. Recommendation from the Downtown Alcoholic Beverage License
Committee- Resolution 2015 -17 A Resolution of the Common Council of the
City of Greencastle, Indiana, Recommending Issuance of a Downtown
Alcoholic Beverage Permit Pursuant to IC 7.1- 3- 20 -16(g) - Motion was made
by Adam Cohen to approve Resolutions 2015 -17 as presented, second by
Jinsie Bingham, 5 -0, motion carried.
XI. Adjournment:
Motion by Jinsie Bingham to dismiss at 8:45 PM, second by Tyler Wade,
5 -0, motion carried.
