CITY OF GREENCASTLE, INDIANA
COMMON COUNCIL
A RESOLUTION AUTHORIZING FUNDING OF
AREA 30 ADULT COMPUTER NUMERICAL CONTROLLED (CNC) EDUCATION
FROM INDUSTRIAL DEVELOPMENT FUNDS
WHEREAS at its regular meeting on September 2. 2015, the Citizens Advisory
Commission for Industrial Development voted 4 to 0 to support the Area 30 Career Center in its
pursuit CNC Adult Education programs; and
WHEREAS, the Citizens Advisory Commission for Industrial Development Commission
has 'funds available to assist in funding needed infrastructure projects within the City of
Greencastle; and
WHEREAS, the Area 30 Career Center offers programs to students in all Putnam County
schools, as well as adults; and
WHEREAS, several of their programs have a dramatic impact on specific technology and
skills certifications assisting in local workforce needs; and
WHEREAS, Area 30 Adult Education programming may require additional support of
their Computer Numerical Controlled (CNC) Adult Education programs; and
WHEREAS, the Citizens Advisory Commission for Industrial Development finds great
importance in supporting the education of the workforce needed for our local industries; and
WHEREAS, the Citizens Advisory Commission for Industrial Development approves
and recommends to the City of Greencastle Common Council through its Resolution No. 2015 -2
an expenditure of monies of Thirty- Thousand Dollars (530,000.00) from the interest earned on
the Industrial Development Fund.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY OF GREENCASTLE
through its Citizens Advisory Commission for Industrial Development, pursuant to IC 36 -7 -13-
5, hereby approves a disbursement of up to Thirty- Thousand Dollars ($30,000.00) to the Area 30
Career Center to pay for CNC equipment for a new Adult Education program.
PASSED AND RESOLVED by the Common Council of the City of Greencastle at its
regular meeting this 8' day of September 2015.

Overview
Area 30 Career Center intends to create a CNC machining classroom /lab to meet the
needs of local and regional employers. The program will be set up to provide an entry
level education in CNC machining through a 220 -225 hour training course for 8 -12
students (typical class of 10). The course will be similar to classes approved for Work
Indiana funding, offered through Ivy Tech Community College and other providers. The
training could lead to one to four National Institute for Metal Working Skills (NIMS)
certifications. The program will use HAAS CNC machine desktop simulators and two
full size machines along with other safety and small tool equipment.
Alternate training programs of 75 to 100 hours are also being explored. The shorter
duration programs could lead to one or two NIMS certifications.
Students will learn print reading, precision measuring, all aspects of Computer Numeric
Control (CNC) machine operation and setup methods, production, in process
inspection, and preventive maintenance methods. Local industries will be asked for
input on the curriculum so that students leave with skills desired in the marketplace.
Adult students will be identified, tested, and referred by Work One Western Indiana
using state and federal criteria associated with state and federal job training funding.
Work One has experience in testing and sending candidates to CNC training at Ivy
Tech's center at the Vigo County Industrial Park in Terre Haute. Prior to admission to
the program, candidates must obtain a WorkKeys minimum test score of 3 for in the
areas of reading for information, locating information, and applied mathematics.
Area 30's adult education program will implement and manage the program. Students
are not limited to Putnam County residents. Area 30 has experience in adult education
programs including a recently established welding program. In the past year, 20 of 20
students passed the course, and 16 of 20 received their welding certification. Four of
the 20 are receiving some extra help for another try at the certification test. Most all of
the candidates qualified as low to moderate income under CDBG guidelines.
Companies may also request specific training for incumbent employees to help their
employees move into higher skilled, higher paying positions. Equipment will also be
available to students participating in Area 30's advanced manufacturing program.
Funding
Primary funding is being pursued through a grant program offered by the Indiana Office
of Rural and Community Affairs. Federal Community Development Block Grant dollars
will fund the program. Other funds will come from private and local government
sources. Operating support will come from student fees.
Partnerships
Putnam County will be the grant applicant and will be the fiscal agent for the grant
funds. The County will also be asked to provide some of the local match.
Area 30 Career Center will manage and administer the day to day operations of the
training program and will house all of the equipment. Other nearby high schools, adult
education programs, and career centers will be asked to help market the training and
refer candidates.
WorkOne Western Indiana will assist with candidate recruitment, testing, and income
certification. WorkOne will also provide training funds for eligible candidates.
WorkOne will support the project by providing these services.
Local industries will be asked to supply cash match, consumables such as metal,
tooling, and technical assistance so that students leave with skills desired by local
employers. Companies will be asked to allow for plant tours to see CNC equipment in
a production environment. Human resource managers and other staff will be asked to
speak to classes about career opportunities, workplace expectations, required skills,
and preparation for job interviews. Companies will be asked to consider graduates of
the program for employment.
The City of Greencastle will be asked to assist with local match.
The Greencastle /Putnam County Development Center will assist with marketing the
program to potential students and marketing graduates to local and regional industries.

OCRA Grant - CNC Machining Program at Area 30 Career Center
Assumptions: Three 20 to 22 week classes offered over a 16-18 month period.
Each class would typically have 8 to 12 students; average of 10.
Instructor costs do not include any special training requested by an individual company.
Grant costs must not exceed $5,000 per beneficiary. First 25 -30 must all meet low /mod criteria.
