CALL TO ORDER: Harvey Ferrelle called the meeting to order at 12:00PM.
Mr. Ferrelle introduced Alan Jackson and Mike Small, Landscape Architects from
Hilton Head. Spencer Davis introduced Elliott Rowan, Cost Estimator, COE.
Freda Rutherford made a motion to approve the minutes from June 19, 2014. John Wylly seconded. Vote was
unanimous.
Mayor Buelterman joined the meeting via telephonic conference.
Spencer Davis gave an update on the upcoming beach re-nourishment. He stated that the RFP was issued on
August 5, 2014 and is out for bid. There was also a pre-proposal conference held, which one entity attended, and proposals are due September 4, 2014. Mr. Davis stated that the contract
should be awarded by September 15, 2014. Mr. Ferrelle asked the total amount that has been budgeted for the project. NOTE: Mr. Davis stated the total amount and proceeded with his
presentation. There was a question and answer section which followed and due to the contract not being award, he requested these details not be included in the minutes.
Mr. Jackson
approached the Task Force to discuss the dunes and his recent project on Hilton Head Island. He explained that he and Mr. Small are landscape architects. Their position is to make
an observation and do an inventory of the dunes. He then did a short presentation of projects from Hilton Head and Defuske (attached). Mr. Jackson explained that they work with engineers
to develop a template for the dunes as well as working with jetties. They also worked to ensure sand is placed correctly for turtle nesting as that is very important. Mayor pro tem
Doyle asked Mr. Jackson what is the procedure if they were to come to Tybee Island. Mr. Jackson responded that they would observe the beach to determine the methodology of how the beach
is used as certain areas are commercial and others are residential. A theme would then be developed to include sand fencing and plantings based on all the variables, i.e., birds, turtles,
guests, etc. This would all have to be done prior to turtle nesting season. Mayor pro tem Doyle asked how long the project would take. Mr. Jackson responded that he would present
the City with a proposal which would include different phases, cost estimated, contractor bidding, and permitting if necessary. Mr. Foran asked where the sand came from for the project
in Hilton Head. Mr. Jackson responded from Hardeeville as that was the best sand source and they can produce the most sand efficiency. There was a discussion regarding the crossovers
and the importance of the dunes. Ms. Rutherford expressed her concerns with the planting of sea oats in relationship to the hot spots. Jimmy Burke made a motion to have Mr. Jackson
present a proposal to the City. The motion was seconded. Discussion: Mr. Garbett recommended that the Beach Task Force ask mayor and council or city manager to prepare an RFP. Ms.
Schleicher responded that she could come up with a format for services to include a
sampling of experience which would be technically acceptable. No vote was taken and it was recommended that it be brought back to the next meeting.
