HomeMy Public PortalAbout80-63RESOLUTION NO. 80-63 A RESOLUTION OF THE CARSON REDEVELOPMENT AGENCY AMENDING THE SPECIFIC PLAN FOR THE REDEVELOPMENT OF THE SOUTHERN NEIGHBORHOOD OF REDEVELOPMENT PROJECT AREA ,NQ. 2 AND RECOMMENDING THAT THE CITY - COUNCIL OF THE CITY OF CARSON APPROVE SAID AMENDMENT THE CARSON REDEVELOPMENT AGENCY HEREBY FINDS, RESOLVES AND ORDERS AS FOLLOWS: Section 1. On June 24, 1980, the Planning Commission, following a duly noticed public hearing, recom- mended to the Carson Redevelopment Agency and the City Council, for the reasons stated in the Staff Report dated May 13, 1980, that the Specific Plan for the redevelop- ment of the Southern Neighborhood of Redevelopment Project Area No. 2 be amended as set forth in Exhibits A-E to Planning Commission Resolution No. 80-552. Section 2. On July 7, 1980, the Carson Redevelop- ment Agency and the City Council held a duly noticed joint public hearing to consider whether to amend the Specific Plan for the redevelopment of the Southern Neigh- borhood of Redevelopment Project Area No. 2 as recommended by the Planning Commission. Evidence, both written and oral, was duly presented_to and considered by the Redevel- opment Agency at said hearing. Section 3. The Carson Redevelopment Agency has reviewed and considered the Negative Declaration prepared for the proposed Specific Plan amendment prior to making its decision regarding said amendment. The Agency finds that the proposed amendment will not have a significant effect on the environment as indicated in the Negative Declaration. Section 4. The Carson Redevelopment Agency concurs with the Planning Commission recommendation and hereby amends the Specific Plan for the redevelopment of the Southern Neighborhood of Redevelopment Project Area No. 2, as follows, and recommends that the City Council of the City of Carson approve said amendment: 1. The Specific Plan for the redevelopment of the Southern Neighborhood of Redevelopment Project Area No. 2 is amended to change the designation of those certain properties described in Exhibits A-2 through A-3 attached hereto, to the "Commercial" designation. 2. The Specific Plan for the redevelopment of the Southern Neighborhood of Redevelopment Project Area No. 2 is amended to change the designation of that certain property described in Exhibit B-2 attached hereto, to the "Single Family Residential" designation. 3. The Specific Plan for the redevelopment of the Southern Neighborhood of Redevelopment Project Area No. 2 is amended to change the designation of that certain property described in Exhibit C-2 ,attached hereto, to the "Open Space" designation. 1 • R*No. 80-63/Page 2 of 4 MJ22-30B 4. The map attached hereto as Exhibit D-1 is adopted as the Specific Plan Land Use Plan Map for the Southern Neighborhood of Redevelopment Project Area No. 2. 5. Section V,(A)(2), the narrative text of the Specific Plan for the redevelopment of the Southern Neighbor- hood of Redevelopment Project Area No. 2, is amended as set forth in Exhibit E attached hereto. These residences are in various states of deterioration. iI waver, residents of the area have indicated a desire to remain and rehabilitate their properties. Accordingly, the Specific Plan recommends that the land use (and zoning of th4 s area be chanced to residential, to permit new residential development arC encourace private rehabilitation. Cc..=ercial uses shall remain alorc the Avalon and Sepu.iveda frontaces, and shall include the adjoining parking lots for the proposed restaurant under construction at the southeast corner of Avalon Blvd. and Pacific Street. A substantial number of the proposed new housing units would be developed on properties now occupied by substsndard dwell- ing urns, while others would be constructed on vacant and u.:developed land. The develcar.�ent of new housing would be within that area generally bounded by Sepulveda Boulava.rd, Fries Avenue, Bonds Street, and Avalon Boulevard. Proposed new -residential uses will consist og single family residences, with densities of 8_ dwelling units per acre. All other existing housing would be retained and brought um to standard under an area -wide rehab iIitation program. Seat accuisition and clearance of structures may be necessary to eliminate those properties which are infeasible a- rehabi+itatio*+.
