HomeMy Public PortalAbout2012-11-26 Joint Meeting with the Plan Commission Minutes of the Joint Meeting of the President and the Board of Trustees and the Plan Commission Held on November 26, 2012 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Board present: Mayor Collins, Trustee Bonuchi, Trustee Lamb, Trustee Racich, and Trustee Rippy. Board absent: Trustee Fay and Trustee Peck. Plan Commission present: Chairman Sobkoviak, Commissioner Seggebruch, Commissioner O’Rourke. Plan Commission absent: Commissioner Renzi, Commissioner Kiefer, Commissioner Heinen, and Commissioner Fulco. Others present: Michelle Gibas, Village Clerk; Michael Garrigan, Planning Supervisor; Allen Persons, Public Works Director; Traci Pleckham, Management Services Director; and John Konopek, Police Chief. PRESIDENTIAL COMMENTS None TRUSTEES COMMENTS None PUBLIC COMMENTS None WORKSHOP #1 COMPREHENSIVE PLAN UPDATE Trustee Bill Lamb gave a presentation regarding the Comprehensive Plan Update Committee’s recommendations. Trustee Lamb identified the committee members: Trustee Lamb, Trustee Bonuchi, Jim Sobkoviak, Dan Seggebruch, Bill Wilson, Wendy Yaksich, and staff planner Michael Garrigan. Trustee Lamb also identified several other key contributors. Trustee Lamb stated that the Committee reviewed every section of the Comprehensive Plan and suggests the addition of six (6) new corridor plans and another one for the Southwest Plan. Trustee Lamb reviewed proposed changes made to the Transportation Section, Route 30 Corridor (Section 6), Route 59 Corridor North (Section 7), Route 59 Corridor South (Section 8), and Village Center East (Section 11). Trustee Lamb then reviewed the suggested new corridor plans including Route 59 Corridor (Section 9), Route 59 & 143rd Street (Section 10), Central Area (Section 12), 143rd Street Corridor (Section 13), Heartland Business Park (Section 14), and Plainfield Medical District (Section 15). Trustee Lamb stated that density calculations that were key in approving past developments may not be as useful now. Trustee Lamb felt that well designed housing in dense developments can be very attractive and pointed out that Lakelands is a high density subdivision, but the setting makes it desirable. Minutes Joint Meeting with Plan Commission – November 26, 2012 Page 2 of 3 Trustee Lamb then gave an introduction to the Southwest Plan. The Southwestern 2020 Plan encompasses the area west of Drauden Road and south of Renwick/Wheeler Roads and incorporates approximately 1,920 acres. The planning area is bordered by Ridge Road to the west and the Village’s southern boundary. The Southwest area of Plainfield already has water and sewer services of which only 2% is currently utilized. Changing demographics suggest that Plainfield needs development with smaller lots and a variety of products including duplexes, manor homes, townhomes, and apartments. Trustee Lamb pointed out that the developer for the Vista Pointe development, which is located at the intersection of Ridge Road and Wheeler Road, has worked with the Comprehensive Plan Committee over the past year and has volunteered his development services to create a conceptual plan that reflects some of the principals in the Southwestern Plan. Mr. Tom Small, developer, and Mr. Mike Shoppe planner, gave a presentation regarding a concept land plan that for the Vista Pointe subdivision that reflects the mid-range of the Southwestern’s Plan density range. The proposed plan includes 1,203 units including 216 apartments, 104 townhomes, 87 manor homes, 20 duplexes, and over 700 single family units. The single family units have lot sizes that range between 6,000 and 10,000 square feet. Mr. Shoppe also reviewed potential products that can be placed on that size lots. The concept also suggests the neighborhood should have a unifying focus, perhaps a school or other community oriented facility. Trustee Bonuchi expressed concern regarding the school aspect of the concept plan and building of more schools, higher density, as well as the mix of apartments, townhomes, and manor homes. Trustee Bonuchi also expressed concern with the impact on the school and fire districts. Trustee Bonuchi added that she did not want to market that area as the lesser end of town. Trustee Rippy stated that he agreed with Trustee Bonuchi and also expressed concern with bending to the market immediately. Trustee Rippy stated that the concept plan reminded him of Lakewood Falls and that is not what he envisioned for the Village of Plainfield. Commissioner O’Rourke questioned whether or not the Southwestern Plan was headed in the right direction based on the concerns expressed about the Vista Pointe Concept and expressed concern with putting that density all in one area. Trustee Lamb stated that the key to success is a sense of community spirit. It does not have to be a cheap part of town. We are looking at a mix so you can start, step up, and retire all in the Village of Plainfield. He felt that this would be a great first step. Trustee Racich stated that the plan had some positives and negatives and that the Village Board should have several discussions regarding the plan. Trustee Lamb pointed out that this is the starting point of the discussion, not the ending point. We need to keep working and get get Plainfield to evolve the way we want it and to utilize what he have and the utilities that are already in place. Commissioner Seggebruch thanked Trustee Lamb for the hard work and for leading the discussion. Commissioner Seggebruch pointed out that you should not get too hung up on the specifics, it’s the overall plan. Look at the bigger picture.
