HomeMy Public PortalAbout2012-09-27 HPC MINUTES Village of Plainfield Historic Preservation Commission Record of Minutes Date: September 27, 2012 Location: Village Hall Chairman Bortel called the special meeting to order at 7:00 p.m. Roll call was taken; Commissioners Kachel, Bright, Olsen, Derrick, Hendr icksen, Rapp and Chairman Bortel were present. Commissioner Buchanan was absent. Also present was Michael S. Garrigan, Village Plann er Chairman Bortel led the pledge to the flag. APPROVAL OF AGENDA Commissioner Bright made a motion to approve the Ag enda. Motion seconded by Commissioner Derrick. Voice vote: All in favor. Motion carried 7-0. APPROVAL OF MINUTES: Commissioner Derrick suggested several amendments t o the minutes. Commissioner Kachel made a motion to accept the minutes as amended. Co mmissioner Derrick seconded the motion. The minutes from September 13, 2012 were accepted a s amended. Voice vote: All in favor. Motion carried 7-0. CHAIR’S COMMENTS: Chairman Bortel suggested the public and commission ers visit the website Civic Artworks.com to view and/or provide comments for the Vision for Division; reminded the commissioners to take the open meeting certification test; reminded the commissioners they have been invited to attend the Kendall County Historic Preservation Com mittee meeting on October 3, 2012 in Yorkville; indicated the next LDDC meeting will be held October 4 th ; the commissioners can attend a tour of 24018 W Lockport at 10:45 am on Oc tober 4 th and then proceed to the LDDC meeting. COMMISSIONERS COMMENTS: Commissioner Hendricksen suggested adding a date t o any future letters of agreement for COAs so there w ould be an expiration date as the last letter of agreement for a restaurant has not yet been sign ed. Historic Preservation Commission Minutes September 27, 2012 Page 2 of 4 NEW BUSINESS: Case No. 1593-082312.HPC 15205 S Route 59 Commissioner Derrick made a motion to open the publ ic hearing. Commissioner Hendricksen seconded the motion. Vote by roll call: Kachel, yes; Bright, yes; Olsen, yes; Derrick, yes; Hendricksen, yes; Rapp, yes; Bortel, yes. Motion c arried 7-0 Mr. Garrigan stated this is a public hearing being heard pursuant to public notice in accordance with state statute and all applicable ordinances. The applicant is requesting to demolish the house located at 15205 S Route 59 for expansion of the Overman-Jones Funeral Home parking lot; the property is currently zoned R-1; the Compr ehensive Plan identifies the site for Business Transition use; the property is an existing Queen A nn home dating back to 1885. The applicant has submitted a site plan which would provide an ad ditional 24 parking spaces for the business. The applicant would ask for the property to be rezo ned to B-1 (Neighborhood Convenience.) The urban survey identifies this house as a contrib uting structure in the potential historic district along the Division Street corridor. Mr. Garrigan f urther described the structure as identified in the urban survey. Mr. Garrigan indicated the question before the comm ission is whether this structure is worthy of preservation and whether a community impact study w ould be appropriate. As required by ordinance the concept plan for redevelopment of the property has been submitted. Mr. Garrigan reviewed the impact of the impervious surf ace would have to the character of the corridor. Mr. Garrigan reviewed the standards from the staff report and stated Staff feels the applicant had not met four of the listed standards. Mr. Garr igan stated Staff is looking for input from the commission and has provided alternative motions. Chairman Bortel swore in John Philipchuck, attorney for the applicant. Mr. Philipchuck indicated Overman-Jones Funeral Hom e has been in business for 55 years in the Village; Mr. Jones rebuilt the building in 1997 and has come before the Village for demolition of adjacent homes and asked to rezone th ose properties. Mr. Philipchuck stated due to the improvements to Route 59, Overman-Jones Fune ral Home lost 17 parking spaces; Overman-Jones tried to purchase the properties to t he south but the Baker family was not interested in selling their property. Mr. Philipch uck addressed some of the concerns of the neighboring resident’s letter and indicated most of these concerns would be addressed at the Plan Commission and Village Board meetings for site plan review. Mr. Philipchuck mentioned there are 37 Queen Anne structures identified withi n the Village and indicated others may be better examples of this type of structure. Mr. Phi lipchuck stated the current use of the property is rental and felt the best use would be removal an d continue the viability of a long time Plainfield business; felt the corridor would look b etter with the landscaping that would go along with the expansion. Mr. Philipchuck indicated the applicant would be willing to work with the Commission if anyone wanted some items of the struc ture. Mr. Philipchuck indicated all Historic Preservation Commission Minutes September 27, 2012 Page 3 of 4 stormwater management is underground; and indicated there would not be any new access from Route 59; traffic counts on Route 59 past this prop erty are 32,700 cars a day with 15,200 cars on Route 30. Commissioner Kachel suggested the possibility of us ing one way diagonal parking and if this would increase the number of possible spaces; the a pplicant has been a good neighbor/business and the building looks great; indicated BTD was set up to help keep some of these buildings; felt any change should be postponed until a study i s completed or a decision is made by the Board for the Route 59 corridor. Commissioner Kach el asked how many parking spaces could be added around the existing house. Mr. Philipchuc k indicated they were not interested in that option. Chairman Bortel counted 72 current parking spaces. Commissioner Hendricksen indicated another applican t previously requested demolition and they were asked to wait until a decision is made on the Route 59 corridor; the contract for this property as effectively removed the property from t he market for other possible purchasers; would like to see an agreement rather than a contra ct; asked if this were approved when demolition would begin. Mr. Philipchuck indicated if another contract was offered for this property the seller could hold that offer pending a ny outcome of this offer; demolition would probably not commence until spring. Commissioner Derrick questioned the number of space s actually lost from the Route 59 improvement; felt this building was needed to have a critical mass of structures; asked the number of times the parking capacity has overflowed the current lot. Mr. Philipchuck indicated that is hard to predict, a younger deceased person tends to draw the largest number of visitations. Commissioner Derrick suggested a comm unity impact study would provide more facts and help determine what the loss of this buil ding would have on a potential district along Route 59. Commissioner Olsen indicated the Commission is tryi ng to preserve the number of Queen Anne houses as more of these structures are being torn d own; feels there is overflow parking provided on Dillman Street; questioned the loss of real esta te taxes from the previously demolished houses. Chairman Bortel opened the meeting to public commen ts and proceeded to read the letter provided by Mr. Hebenstreit which has been added to the case file. Chairman Bortel swore in Michael Lambert. Mr. Lambert felt any demolition should be delayed u ntil the study for the vision for Division is completed; felt comments from the previous demoliti ons should have been considered along with this request; felt this location is no longer an appropriate site for this business; expressed concern for the historic value of the other two rem aining homes to the north of this property; unsure of any historic district for this area; felt the history of this site should be considered. Mr. Garrigan indicated the parking could be looked into if there is support for a community impact study. There were no other public comments. Commissioner Derrick made a motion to close the pub lic hearing. Commissioner Hendricksen seconded the motion. Vote by roll call: Kachel, yes; Bright, yes; Olsen, yes; Derrick, yes; Hendricksen, yes; Rapp, yes; Bortel, yes. Motion c arried 7-0 Commissioner Hendricksen made a motion to request a community impact study and delay any activity until the Vision for Division is completed . Commissioner Kachel seconded the motion. Vote by roll call: Kachel, yes; Bright, yes; Olsen , yes; Derrick, yes; Hendricksen, yes; Rapp, yes; Bortel, yes. Motion carried 7-0. OLD BUSINESS: None COMMITTEE REPORTS : DISCUSSION: Commissioner Derrick asked if the tour of the stree t car barn has been scheduled. Mr. Garrigan indicated he would confer with the applicant.
