Members Present: Dennis Alexander, Katherine Garlington, Ben Goggins, Danny Hill,

Danny Hill called the meeting to order. Roll
was taken.
Minutes:
Michael Pappas motioned for the minutes of the March 10, 2014 meeting be approved. Frances Kay Strickland seconded. Minutes were approved.
Review current Ethics
Commission complaint policy (amend as needed):
No revisions to the Ethics Commission complaint policy.
Review current Ethics Commission comlaint procedure (amend as needed):
This
was discussed in length. A motion was made by Katherine Garlington to amend the procedure as follows:
Deliver complaint to Clerk of Council with indication on the envelope if the
accused is a City Employee.
The Clerk of Council is to:
review complaint for signature and notarization, date, stamp and initial
the complaint.
determine if the ethic
complaint is delivered to the City Manager or the Ethics Commission.
give a receipt letter to the complainant
scan and email the complaint to the Ethics Commission within
5 business
days
Motion was seconded by Dennis Alexander. Motion approved.
(Recording Secretary’s Notes: Motion violates current ordinance, therefore no action can be taken.)
The checklist letter was discussed at length and it was decided that revisions needed to be considered. It was decided that this checklist letter was actually a receipt letter given
by the clerk. Suggestions were made to change the letter and it was left to the recording secretary to redraft the letter as such.

Michael Pappas motioned to table, Ben Goggins seconded. Motion approved.

Kathy made a motioned to adjourn. Ben Goggins seconded. Motion carried. Meeting
adjourned.
