HomeMy Public PortalAboutAAC Minutes 1986 02/26_lP � AIRPORT ADVISORY COMMITTEE MEETING Wednesday, February 26, 1986 Members present: Biii Dorris, Biii Wiiiiams, Lyn Ciark, Ron Deip, Kermit Peterson and Bud Schmidt. The Committee met at the request of Biii Wiiiiams to revise the City Councii's concerns about the Forest Service Operating Agreement. Bud Schmidt reported that the Councii saw that in the annuai fee adjustment that unusuai use wouid not affect payment. Secondiy, the impact of Loading and turning on the asphait by over weight aircraft remained in question. Thirdiy, the Councii asked for a formai recommendation in this matter. Mr. Wiiiiams ciarified that the Committee and Councii action is oniy preiiminary approvai^ The document wiii be returned to the City Councii after it is reviewed and approved by the Regionai Forester, Wiiiiams noted that before the current operation agreement was made, the City received oniy fuei taxes from the Forest Service. It was at the initiation of the Forest Service that a Lease with the current - payment scheduie was adopted. The current agreement nets the City about $8000^00 per year, The Forest Service again recognized that the new Smoke Jumper base wouid incur additionai activity at the Airport and had proposed an increased fee of $12,50O^0O per year. The City's Engineer, Raiph Kangas, had proposed a substantiaiiy higher figure of $16,000 - $17,000, or twice the present payment, and feeis this is the maximum contribution which is justified. The Committee observed that the fee scheduie appears fair, that the termination ciause aiiows the City to escape from the commitment if subsequent increased use occurs, and provides the City with ievei up -front payments to aiiow both agencies to budget for Airport costs. The second issue of over -weight aircraft impacting the asphait was discussed. Mr. Wiiiiams noted that the basic DC-6 and perhaps the DC-4 were the oniy two aircraft that may exceed the designed strength of the asphait. It was noted that these two pianes do not Land Loaded, but oniy take off Loaded. Mr. Wiiiiams expressed the concern of the the Forest Service's abiiity to contract if the List of usabie aircraft is reduced. He aiso noted that part of the pro- posed payment of $17,000 is intended to compensate for the possibiiity of wear and tear by Forest Service aircraft. Lyn Ciark moved/ Kermit Peterson seconded and the Committee unanimousiy recommends to the City to endorse the terms of the operating agree- ment as presented. ° The Committed noted that the City must consider increasing the asphaitic Lift on the runway. With no further business, the meeting adjourned. NOTE: The attached agreement has had Language added to permit revision of the fee structure if significant increases of use occur.
