ORDINANCE 2014 -14
AN ORDINANCE AMENDING SECTION 9 -25 OF THE GREENCASTLE
CITY CODE APPROVING SEWER SERVICE RATES AND CHARGES
WHEREAS the City of Greencastle, Indiana, owns and operates a municipal sewer system
and collects rates and charges for the use of and the services rendered by said system;
WHEREAS, due to the increased costs of providing sewer services to the customers of the
Greencastle Wastewater Department, it is necessary for an increase in sewage rates;
WHEREAS, the existing rates and charges do not produce sufficient revenue to pay all the
necessary expenses incident to the operation of such sewer system, including maintenance costs,
operating charges, upkeep, repairs, depreciation, taxes and payments in lieu of taxes, interest charges
on bonds and other obligations, to provide a sinking fund for the liquidation of bonds and other
evidences of indebtedness, to provide a debt service reserve for bonds or other obligations, to
provide adequate funds to be used as working capital- adequate funds for making improvements, and
a reasonable return on the utility plant, and therefore do not produce revenues sufficient to maintain
such sewer system property in a sound physical and financial condition to render adequate and
efficient service. Accordingly, said existing rates and charges are not reasonable and just for services
within the meaning and provisions of I.C. 8- 1.5 -3 -8; and
WHEREAS, it will be necessary to increase the existing rates and charges in order to provide
sufficient funds to meet the financial requirements of said municipal sewer system, and an Ordinance
establishing a new schedule for rates and charges should be adopted by the City of Greencastle,
Indiana Common Council.
NOW THEREFORE be it ordained by the Common Council of the City of Greencastle that
section 9 -25 b. of the Greencastle City Code. be amended to read as follows:
Section 9 -25 Monthly Rates and Charges
b. The owner of each and every lot, parcel of real estate, or building that is connected with
and uses exclusively a metered water supply shall be charged for sewer services according
to the water meter reading as follows:
For all usage there shall be a charge of five dollars and seventy-five cents
($5.75) per one hundred (100) cubic feet of water.
The minimum charge shall be nineteen dollars and seven cents (519.07) a
month for each connection to the sanitary sewer system.
The above rate shall be effective November 1. 2014.
NOW THEREFORE be it further ordained by the Common Council of the City of
Greencastle that, effective January 1, 2016, section 9 -25 b. of the Greencastle City Code, be further
amended to read as follows:
Section 9 -25 Monthly Rates and Charges
b. The owner of each and every lot, parcel of real estate, or building that is connected with
and uses exclusively a metered water supply shall be charged for sewer services according
to the water meter reading as follows:
1. For all usage there shall be a charge of six dollars and fifty -eight cents ($6.58)
per one hundred (100) cubic feet of water.
2. The minimum charge shall be twenty -one dollars and eighty -two cents ($21.82)
a month for each connection to the sanitary sewer system.
All other terms and conditions contained in Greencastle Code 9 -25 which are not specifically
amended herein shall remain in full force and effect. This Ordinance shall have full force and effect
upon passage of the Greencastle Common Council and its approval by the Mayor. The above rates
shall become effective on the dates stated above.
PASSED AND ADOPTED by the Common Council of the City of Greencastle, Indiana this
