HomeMy Public PortalAboutAAC Minutes 1986 02/02! p AIRPORT COMMITTEE MINUTES FEBRUARY 2, 1986 Members present - Ron Deip, Lyn Ciark, Kermit Peterson, Bud Schmidt, Ciiff Lee, Kirk Braun and Biii Dorris. The Committee reviewed the draft of the USFS Operation Agreement. The fee scheduLe change from a per Landing fee to a 10 year average base amount was noted. Committee members agreed to further review the document by February 12, contact the City Administrator regarding those concerns who wouid then reiay them to Mr. Wiiiiams^ The draft agreement is attached. Kirk Braun, Pioneer Aviation, expressed concern about the notion of a second UNICOM operator indicating this wouid vioiate CFR Pt. 87251 a^ He aiso indicated a need to repiace the city's UNICOM base radio. The two FBO operators agreed to discuss an arrangement that wouid be equitabie and practicai for administration of the tie -down area. The Committee scheduied this item for action at the March meeting, A possibie maifunction of the photo-eiectric ceii on the airport beacon was noted. City staff was requested to check and correct the situation. The conveyance of the surpius County snowbiower to Cascade was noted. Staff was asked to contact Cascade to determine if the Airport might be aiiowed use of the equipment 1 or 2 times per year. Staff reported a use of the Airport during Winter Carnivai for hang- giider Landing. The Committee concurred that a poiicy on hang-giiders and uitra-Light aircraft shouid be considered in it's review of city airport ordinances and poiicies^ Counciiman Lee recommended and the Committee concurred that both FBO's shouid receive minutes of aii committee meetings and to be invited to attend aii meetings. �� The Committee's Mission and Goais and Objectives were discussed. A Mission statement shouid inciude. --Airport promotion --Identification of safety issues --Identification of iiabiiity issues Objectives wouid inciude*. --Instaiiation of NDB --Review of City Ordinances regarding the Airport --Adopt tie -down poiicy --Adopt fueiing Poiicy --Adopt parking poiicy --Adopt a crash/rescue pian --Purchase and instaiiation of a 2nd Windsock at South end of the runway --Compiete present airport improvement project in 1986 --Reassign tie -down spaces to based aircraft, using number scheme recentiy agreed to ("Parking Pian") --Estabiish a fee scheduie for based aircraft --Compiete review of current and past tie -down biiiings and coiiection of same --Compiete outstanding FBO, operator and T-hangar Leases --Deveiop and ordinance or poiicy for ''through -the -fence, operations --Deveiop UNICOM operator "agency" agreements, inciuding second UNICOM station if desirabie --Foiiow up on snow removai poiicies and procedures, in- ciuding acquisition of additionai equipment --Revise "Minimum Standards for FBOs" and Lessees --Foiiow up USFS projects --Review private T-hanger specs Mr. Deip suggested that the City sponsor one of the FAA's "Wings Award" ceremonies given for safe piioting^ The program is heid at 4 or 5 sites in the area. The committee recommends that the City expiore sponsorship of one of these events. Counciiman Lee asked the Committee to write a job description for an Airport Manager, defining job 'ivaiifications and typicai duties; aiso deveiopment of daiiy and periodic airport maintenance checkiist was requested. With no further business, the committee adjourned.
