RESOLUTION OF THE BOARD OF DIRECTORS OF THE
MIDPENINSULA REGIONAL PARK DISTRICT INITIATING.
PROCEEDINGS IN RESPONSE TO PETITION FOR PROPOSED
ANNEXATION OF TERRITORY IN SAN MATEO COUNTY TO
MIDPENINSULA REGIONAL PARK DISTRICT, 1975, AND
IN RESPONSE TO RESOLUTION OF THE LOCAL AGENCY
FORMATION COMMISSION OF SANTA CLARA COUNTY
WHEREAS a group of citizens from San Mateo County have
circulated a petition pursuant to Division 1, Title 6 of the
Government Code of California for the annexation to the MRPD
of certain territory in San Mateo County, California, shown
on the map affixed hereto captioned "Proposed Annexation of
Territory in San Mateo County to Midpeninsula Regional Park
District, 1975," marked Exhibit A, and whose exterior boundaries
are described on Exhibit B affixed hereto and by reference made
a part hereof, which petition has been submitted to the Local
Agency Formation Commission of Santa Clara County in accordance
with law and been determined to be sufficient, and
WHEREAS, the Local Agency Formation Commission of Santa
Clara County has considered said petition, held public hearings
thereon and adopted its resolution pursuant to Chapter 3, Part 4,
Division 1, Title 6, of the Government Code approving the pro-
posal of annexation and directing the Board of Directors of the
Midpeninsula Regional Park District, as the conducting district,
to take proceedings for the proposed annexation in accordance
with Part 5 of said Division 1, Title 6, and the Board of Dir-
ectors wishes to comply therewith;
NOW, THEREFORE, the Board of Directors of the Midpenin-
sula Regional Park District does resolve as follows:
SECTION ONE. The Board of Directors of the Midpeninsula
Regional Park District does hereby initiate proceedings for the
annexation of said territory in portions of San Mateo County in
response to said petition and said Resolution of the Local Agency
Formation Commission of Santa Clara County.
SECTION TWO. Pursuant to the requirements of Government
Code Section 56310 the Board of Directors:
) Indicates the manner in which preliminary proceedings
were commenced was by a petition of chief petitioners
Harry A. Turner, C. Michael Zimmerman and James Goeser,
residents of the territory proposed to be annexed.
(b) States the short form designation assigned by the Com-
mission to the territory proposed to be annexed is
"San Mateo County Annexation." and the description
of the exterior boundaries of the territory is as de-
scribed on Exhibits A and B affixed hereto and by
reference made a part hereof.
(c) States the territory proposed to be annexed is
inhabited.
(d) States the reasons for the proposed annexation, as
set forth in the proposal thereof,
"(I)s that the Midpeninsula Regional Park District
can effectively and permanently preserve open space
lands that have outstanding scenic and recreational
value in the foothills and along the Bay in southern
San Mateo County.
"The District was organized in northwestern Santa Clara
County in November, 1972. It extends from Palo Alto -
Stanford in the north to Los Gatos in the south. Since
its formation, the District has acquired or reserved
over 2,700 acres, including some 300 acres in gifts.
"There are thousands of acres of public and private
lands in southern San Mateo County that would be appro-
priate for public acquisition. The need to preserve
open space on the Midpeninsula doesnotstop at the
County line; a regional District is needed to cope with
a.regional problem.
"Annexation of this area to the Regional Park District
would add two San Mateo County residents to the Park
District Board of Directors."
(e) Sets forth the terms and conditions fixed by the Com-
mission for the proposed annexation as follows:
(1) That an election within the territory to be
annexed be held.
(2) That at least one hearing on the proposed annexation
be held within San Mateo County.
(f) Fixes the time, date and place of the hearing on the pro-
posed annexation as follows:
7:30 P.M. (or as soon thereafter as the matter can
be heard), March 3, 1976, at the headquarters offices
of the MRPD, 745 Distel Drive, Los Altos, California.
In addition, the Board of Directors fixes the time,
date and place of the hearing in San Mateo County, as
indicated by the Commission, as follows:
7:30 P.M., February 19, 1976, at the Chambers of the
Menlo Park City Council, Civic Center, Menlo Park,
California, and at such times and places in San
Mateo County to which said hearing may be continued
from time to time.
(g)
States that any interested person desiring to make a
written protest against said annexation shall do so by
written communication filed with the District Clerk of
the Midpeninsula Regional Park District at said hearing(s)
in San Mateo County or at 745 Distel Drive, Los Altos,
California 94022 not later than 7:30 P.M., March 3, 1976.
A written protest by a landowner shall contain a descrip-
tion sufficient to identify the land owned by him or
her; a protest by a voter shall contain the residential
address of such voter.
SECTION THREE. The District Clerk of the Midpeninsula
Regional Park District shall give notice of such hearing by
publication, by posting, and by mailing as required by law.

Proposed Annexation of Territory in San Mateo County to Midpeninsula Regional Park
District, 1975
Proposed Boundaries
The proposed annexation to the Midpeninsula Regional Park District would include the
entire incorporated areas of the cities of Woodside, San Carlos, Redwood City, Portola
Valley, Atherton and Menlo Park, together with certain adjoining unincorporated lands
all as described below. All referenced district, city, and county boundaries are the
district boundaries as they existed on August 18, 1975.
Beginning at the point in San Francisco Bay common to the boundaries of Santa Clara
County, San Mateo County, and Alameda County; thence following the common boun-
dary of San Mateo County and Alameda County generally northwesterly to the point at
which the common boundary of the City of Redwood City and City of Foster City departs
from the common boundary of San Mateo and Alameda counties; thence generally
northerly and westerly following the common boundary of the City of Redwood City and
the City of Foster City various courses and distances to the western boundary of Section
19. T.4. S., R.3.W., M. D.. B.& M.; thence generally southwesterly along said common
boundary various courses and distances to its junction with the boundary of the City of
San Mateo; thence southeasterly along the common boundary of the City of Redwood
City and the City of San Mateo to its junction with the boundary of the City of Belmont;
thence following the common boundary of the City of Redwood City and the City of
Belmont various courses and distances to its .junction with the boundary of the City of
San Carlos; thence southwesterly along the common boundary of the City of San Carlos
and City of Belmont to the point where the boundary of the City of Belmont departs from
the boundary of the City of San Carlos; thence following the boundary of the City of
Belmont various courses and distances to the point on the boundary of the Carlmont High
School site of the Sequoia Union High School District where the boundary of the City
of San Carlos departs from the boundary of the City of Belmont; thence various courses
and distances along the boundary of the City of San Carlos to its junction with the
boundary of the watershed lands of the City and County of San Francisco; thence
generally southerly following the boundary of said watershed lands various courses and
distances to the junction of said boundary with the easterly right-of-way line of Junipero
Serra Freeway; thence generally southeasterly following said easterly right-of-way line
various courses and distances to the junction of said right-of-way line with the boundary
of the Town of Woodside; thence following the boundary of the Town of Woodside south-
westerly to the point at which the boundary of the San Francisquito Flood Control Zone
of the San Mateo County Flood Control District departs from the boundary of the Town
of Woodside; thence following the boundary of the San Francisquito Flood Control Zone
various courses and distances generally northwesterly to its junction with the westerly
right-of-way line of Skyline Boulevard; thence following said westerly right-of-way
line generally northwesterly various courses and distances to its junction with the easterly
right-of-way line of Half Moon Bay Road; thence along the easterly right-of-way line
of Half Moon Bay Road to the point at which it intersects the western fine of Section 24,
T.5.S., R.5.W., M.D.B.& M.; thence south along the western lines of said Section 24
and Section25 T.5.S., R.5.W., M.D.B. & M., to the northwest corner of the Skyline
County Water District; thence generally southeasterly along the boundary of the Skyline
County Water District to its junction with the boundary of the Portola Valley School District
at the southeast corner of the southwest one quarter of Section 27 T.6. S., R.4.W.; thence
following the boundary of said school district south along the eastern most boundary of the
western one half of Section 34 T.6. S., R.4.W., to the northern boundary of T.7. S.,

R.4.W., M. D.B. & M.; thence east along said northern township boundary to its inter-
• section with the westerly boundary of the Corte Madera Rancho; thence following said
Rancho boundary southeasterly to a point on the eastern boundary of T.7.S., R.4.W.,
said point being coterminus with a point on the boundary of the San Francisquito Creek
Flood Control Zone of the San Mateo County Flood Control District; thence following
the boundary of said Flood Control Zone various courses and distances generally south-
easterly to its intersection with the eastern line of Section 17 T.7.S., R.3.W.,
M.D.B. & M.; thence southerly along the eastern boundary of said Section 17 to the
northwest corner of Section 21; thence easterly along the northern boundary of said
Section 21 to the center line of Alpine Road; thence along the center line of Alpine
Road southerly various courses and distances to its intersection with the southern boun-
dary of the northern half of said Section 21; thence along the southern boundary of the
northern half of said Section 21 to the eastern boundary of said Section 21; thence •
southerly along said eastern boundary to the northwest corner of Section 27 T.7.S.,
R.3.W.; thence along the northern and eastern boundaries of said Section 27 to the
northwest corner of Section 35 7.7.S., R.3.W.; thence following the western, southern,
and eastern boundaries of said.Section 35 to the point on the eastern boundary common
to the boundaries of the counties of San Mateo, Santa Cruz and Santa Clara; thence
following the common boundary of the County of San Mateo and the County of Santa
Clara generally northeasterly various courses and distances to the point of beginning in
San Francisco Bay.
