HomeMy Public PortalAbout2015.196 (11-03-15)RESOLUTION. 2015.196 • RESOLUTION OF THE CITY COUNCIL OF CITY OF LYNWOOD ADOPTING • YOUTH EMPLOYMENT PLAN FOR THE CONSTRUCTION OF THE HAM PARK COMMUNITY CENTER WHEREAS, on October 20, 2015, the City Council awarded the construction of the Yvonne Burke -John D. Ham Park Community Center, CIP No. 67 -007 (Project) to Cal -City Construction; and WHEREAS, the City received a grant in the amount of $250,000 from the Los Angeles Regional Park and Open Space District for the construction of the Yvonne Burke -John D. Ham Park Community Center; and WHEREAS, the construction of the community center is a complex undertaking, requiring specialized trades; and WHEREAS, staff from Los Angeles Regional Park and Open Space District informed the City staff to provide a Youth Employment Plan stating the youth employment will not be a component in the project based on the complexity of the project. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS: Section 1. That the City Council adopts the attached Youth Employment Plan attached hereto as Exhibit A. Section 2. That this Resolution shall take effect immediately upon its adoption. Section 3. Dated this 3rd day of November, 2015. Maria Quinonez, City 3 Exhibit A YOUTH EMPLOYMENT PLAN CITY OF LYNWOOD YVONNE BURKE -JOHN D. HAM PARK COMMUNITY CENTER The Safe Neighborhood Parks Proposition 1996 provided $250,000 to the City of Lynwood (City) for the construction of the Yvonne Burke -John D. Ham Park Community Center (Project). On January 21, 2014, the City Council of the City of Lynwood authorized to proceed with the update of the Community Center Plans and Specifications. The Project is a sustainably designed 8,600 plus square -foot building which includes a reception area, public restrooms, storage area, equipment room, central game room, three multi - purpose rooms, kitchen, staff offices, concession area and a security office. On May 26, 2015, the City Council authorized the modification to the plans to include solar panels and to accommodate a LEED Silver certification. Due to the complexity of the Project and various specialized trades involved in constructing the community center, youth employment will not be a component in this Project. The Project involves complex coordination of various work units requiring specialized trades such as the relocation of an existing AT&T utility box, electrical work, plumbing, concrete masonry, solar panels installation, HVAC, etc. It will not be practicable to include youth employment for this Project. The City has utilized youth employment component in previous parks rehabilitation project. The City endeavors to continue to incorporate youth employment hiring in future Los Angeles County Regional Park and Open Space District projects.
