Meeting Minutes – October 16, 2018

CALL TO ORDER: Mr. Tedstone called the public meeting to order at 6:00 PM in the Town
Hall.
The Chair entertained a motion to enter into executive session to approve executive session
Minutes, to consider releasing previously approved executive session minutes, to consider
litigation strategy with respect to Petition of Eversource Energy for Zoning Exemptions (DPU)
because an open meeting may have detrimental effects on the litigating positions of the Board, to
discuss strategies with respect to contract negotiations with the Fire union as discussion in an
open meeting may have detrimental effects on the bargaining positions of the Board, to discuss
strategies with respect to contract negotiations with nonunion employees as discussion in open
meeting may have detrimental effects on the bargaining positions of the Board, to reconvene in
open session at the conclusion of executive session, and to allow the following officials to be
present: Norman Khumalo, Elaine Lazarus.
MOVED by Mr. Coutinho and SECONDED by Mr. Herr. ROLL CALL: Mr. Tedstone-Yes;
Mr. Coutinho-Yes; Mr. Herr-Yes. VOTE to Approve: Yes-3, No-0.
REOPEN PUBLIC SESSION: Mr. Tedstone reopened the Public Session with the Pledge of
Allegiance at 6:30 PM.
PUBLIC FORUM: Mr. Tedstone noted the recent passing of Robert Lavoie, adding that his
family and his military service were very important to him. A moment of silence was held in
honor of Mr. Lavoie.
CONSENT AGENDA: MOVED by Mr. Herr and SECONDED by Mr. Coutinho to approve
the Minutes of the September 25, 2018 meeting. VOTE to Approve: Yes-3, No-0.
The Board reviewed the Marathon Fund requests. MOVED by Mr. Herr and SECONDED by
Mr. Coutinho to approve the Marathon Fund Requests: $3,000 for the Council on Aging for

funding exercise programs at the Senior Center; $9,000 for the Marathon Fund Committee for 6
scholarships for Hopkinton resident graduating seniors in June 2019; $729.36 for the Hopkinton
Runners Club for renting 6 portable toilets for the 12/1/2018 2nd Annual 10K race in memory of
Andrew Welzel to Chase/Harris Portable Toilets, Inc. VOTE to Approve: Yes-3, No-0.
APPOINTMENTS:
MOVED by Mr. Herr to appoint Linda Muri to the Veterans Celebration Committee to a term
expiring 6/30/2021, and Arlene Casassa as an Election Worker, with a term expiring 6/30/2019.
Mike Whalen, Veterans Celebration Committee, stated that Ms. Muri has been an active member
of the Committee and welcomed her reappointment. SECONDED by Mr. Coutinho. VOTE to
Approve: Yes-3, No-0.
Mr. Khumalo introduced David Nalchajian, who has been appointed as Senior Accounting
Manager/Town Accountant. The Board welcomed Mr. Nalchajian to Hopkinton. MOVED by
Mr. Herr and SECONDED by Mr. Coutinho to affirm the Town Manager’s appointment of
David Nalchajian as Senior Accounting Manager/Town Accountant. VOTE to Approve: Yes-3,
No-0.
Mr. Khumalo introduced Benjamin Sweeney, who has been appointed as Procurement and
Grants Manager. The Board welcomed Mr. Sweeney. MOVED by Mr. Herr and SECONDED
by Mr. Coutinho to affirm the Town Manager’s appointment of Benjamin Sweeney as
Procurement and Grants Manager. VOTE to Approve: Yes-3, No-0.
SPECIAL TEMPORARY ALCOHOL LICENSE - HOPKINTON CENTER FOR THE
ARTS - 98 HAYDEN ROWE:
Kelly Grill, Hopkinton Center for the Arts, described the request for a special temporary alcohol
license for the “First We Dream Gala” on November 3, 2018 from 7 p.m. to 11 p.m. She noted
that the Town’s inspection of the premises was conducted today, and it is all set. The Board
reviewed the application. MOVED by Mr. Coutinho and SECONDED by Mr. Herr to approve
the Special Temporary Alcohol LIcense for the First We Dream Gala on Nov. 3, 2018 from 7
p.m. to 11 p.m. VOTE to Approve: Yes-3, No-0.
HOPKINTON CENTER FOR THE ARTS - REQUEST FOR EXTENSION OF HOURS
OUTSIDE LEASE AGREEMENT - NEW YEAR’S EVE - 98 HAYDEN ROWE:
Ms. Grill requested an extension of hours on Dec. 31, 2018 for a New Year’s Eve event at the
Hopkinton Center for the Arts. It was noted that the request is consistent with the process in the
lease agreement. MOVED by Mr. Herr and SECONDED by Mr. Coutinho to approve an
extension of hours for the Hopkinton Center for the Arts to serve alcohol and to end an event on
New Year’s Eve, 12/31/18, with alcohol service ending at 12:30 a.m. and the event ending at
1:00 a.m. VOTE to Approve: Yes-3, No-0.
SPECIAL TEMPORARY ALCOHOL LICENSE AND PARADE PERMIT - HOPKIN
10K ROAD RACE - HOPKINTON RUNNING CLUB:
Representatives of the Hopkinton Running Club described the requests related to the Hopkin
10K Road Race, beginning and ending at Victory Field on Fruit Street. The Board reviewed the

applications. MOVED by Mr. Coutinho and SECONDED by Mr. Herr to approve a special
temporary alcohol license and a parade permit for the Hopkin 10K Road Race on 12/1/18 from 6
a.m. to 12 noon, as described in the application. VOTE to Approve: Yes-3, No-0.
HOLIDAY STROLL BANNER OVER MAIN STREET:
Amanda Faucher, representing the Chamber of Commerce, requested approval of a banner over
Main Street to advertise the Holiday Stroll on December 1, 2018. It was noted that the size of
the proposed banner submitted exceeds the maximum size of 75 sq. ft. established in the Zoning
Bylaw, and that a larger banner requires a special permit from the Board of Appeals. The Board
reviewed the options with the applicant. MOVED by Mr. Herr and SECONDED by Mr.
Coutinho to approve the placement of a banner over Main Street advertising the Holiday Stroll
with the understanding that if the applicant decides to erect a banner exceeding 75 sq. ft., that
Town departments will work together to expedite the necessary permitting; and that the Board of
Selectmen recommended to the Board of Appeals that it waive the application fee. VOTE to
Approve: Yes-3, No-0.
NOTICE OF TAKING - STREET ACCEPTANCE:
The Board reviewed the Notice of Taking documents, which completes the street acceptance
procedure for Legacy Farms South, Cobblers Way and Singletary Way. MOVED by Mr. Herr
and SECONDED by Mr. Coutinho to vote, pursuant to MGL c. 79, § 7C, and Article 44 of the
May 7, 2018 Annual Town Meeting, to execute notices of taking relative to the Orders of Taking
recorded on August 23, 2018 at the Middlesex South District Registry of Deeds to accept and
take ownership of the roadways known as Cobblers Way, Legacy Farms South and Singletary
Way. VOTE to Approve: Yes-3, No-0.
TOWN MANAGER REPORT:
Mr. Khumalo described, and the Board reviewed, the draft Boston Marathon Invitational Entry
Application process for 2019. The Board discussed the maximum number of entries per
organization and the support and training on fundraising available to organizations provided by
the Boston Athletic Association. MOVED by Mr. Herr and SECONDED by Mr. Coutinho to
approve the 2019 Boston Marathon Invitational Entry Application Process, adjusting the
maximum number to 2 per organization and to include a review by the Board and its professional
team of an organization’s past performance as part of the evaluation process. VOTE to
Approve: Yes-3, No-0.
LIAISON REPORTS/BOARD INVITES:
Mr. Coutinho reviewed upcoming Chamber of Commerce Events and stated that the date of the
grand opening of the DPW facility has been changed. Mr. Herr stated that the new school turf
field opened today, and a grand opening ceremony is being planned.
MOVED by Mr. Herr and SECONDED by Mr. Coutinho to adjourn the meeting. VOTE to
Approve: Yes-3, No-0.
