HomeMy Public PortalAbout84-087QMB39-29B RESOLUTION NO. 84-087 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARSON AMENDING THE LAND USE, OPEN SPACE, PUBLIC SERVICE AND FACILITY, AND RECREATION ELEMENTS OF THE GENERAL PLAN THE CITY COUNCIL OF THE CITY OF CARSON HEREBY FINDS, RESOLVES AND ORDERS AS FOLLOWS: Section 1. On April 24, 1984, the Planning Commission, following a duly noticed public hearing at which evidence, both written and oral, was duly presented to and considered by said Commission, recommended to the City Council that the Land Use, Open Space, Public Service and Facility, and Recreation Elements of the General Plan be amended to change the designation of that certain real property described in Exhibit A attached hereto from the "Public/Quasi Publicity Facility" designation to the "Medium - Density Residential" designation. Section 2. On May 2, 1984, the City Council held a duly noticed public hearing to consider whether to change the designation of that property describeed in Exhibit A as recommended by the Planning Commission. Evidence, both written and oral, was duly presented to and considered by the Council at said hearing. Section 3. A Negative Declaration has been prepared for that certain property described in Exhibit A. The City Council has reviewed and considered the Negative Declaration prepared for the proposed General Plan Amendments prior to making its decision whether to amend the Plan. The Council finds that the proposed amendments will not have a significant effect on the environment as indicated in the Negative Declaration. Section 4. The City Council concurs with the Planning Commission recommendation and hereby orders that the Land Use, Open Space, Public Services and Facilities, and the Recreation Elements of the General Plan be amended as recommended by the Planning Commission. The City Clerk shall endorse the Land Use, Open Space, Public Services and Facilities, and the Recreation Elements of the General Plan to show the approval by the Planning Commission and the adoption by the City Council of the foregoing amendments. EXHIBIT A Pagge 7 RESOLUTION NO. 84-087 Existing and Proposed Park Facilities Presently, -the Parks and Recreation Department operates twelve park facilities,and five additional parks are proposed for con- struction. The County of Los Angeles operates one regional park and a golf course. The sites vary in acreage as noted below: Facilities Approximate Acreage Existing Parks 88.6 Acres (City of Carson) Proposed Parks 59.0 Acres* (City of Carson) I Victoria Regional Park 36.0 Acres (County of Los Angeles) Victoria County Golf Course 161.6 Acres (County of Los Angeles) Victoria Park is a Los Angeles County regional park facility which includes approximately 36.0 acres devoted to play area, a recreation building, four ballfields, basketball area, swimming pool, gymnasium, four tennis courts and a picnic area. The park is located on both 'sides of East 192nd Street. A 161.6 acre public golf course is located to the southeast of the County Victoria Regional Park. - The City of Carson currently operates twelve local recreational parks. These parks collectively contain a wide range of recrea- tional facilities including baseball diamonds, soccer/football fields, basketball courts, children's play areas, game courts, activity buildings, picnic areas, administrative and maintenance facilities. Public schools can also play a key role in providing local - recreational services. School yards of the nineteen public schools in Carson (two high schools, three junior high scho is and fourteen elementary schools) may be utilized for active recre- ational purposes, especially at the neighborhood level, providing an additional opportunity for recreational facilities. The Parks and Recreation Department should investigate the -potential bene- fits of negotiating mutual agreements with the school districts and the City for the public utilization -of school property for recreational purposes, on a case by case basis. * City Council Resolution No. -84-087, adopted -may 21, 1984. amended the acreage from 640 to 59.0 Acres. 32 Fage 8 EXHIBIT A RESOLUTION NO. 84-087 The City of Carson is proposed to be served with public park land as follows: Approximate Park Site Acreage 1. Northern Green Belt Park (Proposed) .......... 7.8 r 183..8* Acres *City Council Resolution No. 84-087, adopted May 21, 19x4 deleted the proposed Dolores Street Park Site and amended the acreage from 188.6 to 183.8 Acres. 33 Page 9 EXHIBIT A RESOLUTION NO. 84-087 The present parks and recreation program provides approximately * 183.8 -acres of land for local and regional parks. This equates to approximately 2,3 acres of park facilities per 1,000 people in the City of Carson. This is based on the 81,221 population figure as established by the 1980 Census. The Victoria County Golf Course is not included in this ratio; therefore, an addi- tional 161.6 acres is provided for public golfing purposes. In order to maintain its tradition as a strong residential community, Carson should strive to continue a high quality parks and recreation system. However, it will be difficult for the City to meet past recommended standards for parkland. Although Carson is not yet built-up, available land suitable for recrea- tion is limited. Therefore, it is proposed that the basic recreational park system for the City of Carson has been estab-- Iished and the main emphasis in the years to come will be a concentration of effort to improve existing parks with additional facilities. It is, therefore, important to use the existing parks and recrea- tion system most effectively. The overall shortage of _parkland can be partially offset by -intensifying the use of existing parks. New facilities could be developed on existing sites, program offerings could be expanded and cooperative arrangements between the City and the schools could be developed. The recre- ational potential of existing open areas, such as the utility transmission corridors and landfill sites, should be evaluated. In addition, the City should try to capture small new park sites as part of larger residential development projects that may occur. Recommended park and recreational improvements for the City of Carson include: Los Angeles County should be encouraged to expand Victoria Park or construct additional facilities in the City if it is determined to be feasible. Additional neighborhood parks, including mini -pans and tot -lots, should be developed in neighborhor s where parkland is deficient.
