HomeMy Public PortalAbout2012-12-10 COW Minutes Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on December 10, 2012 In the Boardroom Mayor Collins called the meeting to order at 7:03 p.m. Present were: Mayor Collins, Trustee Fay, Trustee Lamb, Trustee Peck, Trustee Racich, Trustee Rippy, Trustee Bonuchi. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Randy Jessen, Public Improvements Superintendent; Michael Garrigan, Planning Supervisor; Dean Marquez, Building Supervisor; and John Konopek, Chief of Police. There were approximately 14 persons in the audience. PRESIDENTIAL COMMENTS None TRUSTEES COMMENTS Trustee Fay stated that the Riverfront Foundation recognized Mr. Jon Proulx as the Volunteer of the Year. Trustee Bonuchi congratulated Jon Proulx. PUBLIC COMMENTS None. WORKSHOP #1 CMAP GRANT PRESENTATION Mr. Lou Hausmann, Baxter and Woodman; Ms. Tara Orbon, Baxter and Woodman; and Mr. Mike Hoffman, Teska and Associates, gave a presentation updating the Village Board on the current status of the project. Mr. Hausmann stated that the second public hearing on the Transportation Plan Update Project was held on November 14, 2012. There will be ongoing monthly meetings at the staff level. There will be one more public/shareholder meeting. The project is scheduled to be complete by June 2013. Mr. Hausmann reviewed the goals, study limits, project timeline, and the work completed so far. Mr. Hausmann pointed out that the website, www.plainfieldtransportation.com is up and running and encouraged everyone to visit and submit their comments and recommendations. Mr. Hausmann then reviewed some of the comments submitted by residents via the website and the public hearings. Some of the suggestions include building a 143rd Street extension, add turn lanes at Route 59 intersections, close the gaps and extend sidewalks and bike paths, build a Metra Station, and add PACE Bus service along Route 59. The next steps include prioritizing the improvements and preparing a draft transportation plan. Trustee Lamb suggested extending the study to look at shopping centers, some are difficult to navigate and get in and out of. Trustee Lamb also commented on the I-55 interchange study and how the consultant is doing a wonderful job with the public. Minutes Committee of the Whole Workshop – December 10, 2012 Page 2 of 2 Trustee Fay stated that he agrees with Trustee Lamb and used Jewel and Mobil as examples of shopping centers to look at fixing. Trustee Fay also suggested incorporating services roads, like at Mega Sports; and adding bike lanes to new roads. Trustee Bonuchi stated that public input is important and suggested extending the time frame to accept comments. Trustee Racich stated that he felt the 143rd Street project was critical and questioned funding for the project. Administrator Murphy stated that the project qualifies for Federal Transportation Enhancement Grants however, there isn’t really funding for projects. Trustee Rippy stated that lifestyle improvements, like bike paths are important, but would like to prioritize commercial/industrial improvements. Trustee Peck stated that he too would like to see the 143rd Street extension and has received comments from commercial realtors that feel the bypass would be beneficial to commercial growth. Trustee Peck also agreed with incorporating service roads. Mayor Collins thanked everyone for the presentation and read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Peck.
