HomeMy Public PortalAboutMIN-CC-2008-01-29MOAB CITY COUNCIL SPECIAL MEETING January 29, 2008 The Moab City Council held its Special Meeting on the above date in the Council Chambers of Moab City Offices, located at 217 East Center Street, Moab, Utah. Mayor David L. Sakrison called the Pre -Council Workshop to order at 6:00 PM. A Presentation was given by City Engineer Stenta and City Manager Metzler regarding a Storm Water Utility Implementation Update. Mayor Sakrison called the Regular City Council Meeting to order at 7:00 PM and Councilmember Kyle Bailey led in the Pledge of Allegiance. Also in attendance were Councilmembers Gregg Stucki, Kyle Bailey, Sarah Bauman and Jeffrey Davis; City Manager Donna Metzler, City Recorder/Assistant City Manager Rachel Ellison, City Engineer Daniel Stenta, Planning Director Jeff Reinhart and City Treasurer Jennie Ross. Thirty-one (31) members of the audience and media were present. Councilmember Davis moved to approve the regular council meeting minutes of December 11, 2007 and January 8, 2008. Councilmember Bailey seconded the motion. The motion carried 4-0 aye. There were no Citizens to be Heard. A Community Development Department Update was not given. Under Engineering Department Update, City Engineer Stenta distributed a written report. Under Planning Department Update, Planning Director Reinhart stated that there would be a Planning Commission meeting on February 14, 2008 and reviewed the agenda items for that meeting. Under Police Department Update City Police Chief Navarre stated that the Animal Control conference had been held in Moab the previous week and that Animal Control Officer Zimmerman had been awarded Officer of the year for 2007. A Public Works Department Update was not given. Mayor Sakrison presented Jordan Bryant with the Mayor's Student Citizenship of the Month Award for Helen M. Knight Intermediate School for January 2008. Mayor Sakrison proclaimed February 4 to 8, 2008 as Moab Teen Dating Violence Awareness Week. A Presentation was made by Kaaron Jorgen of the Grand County School Board regarding School Needs Assessment. A presentation was made regarding a Working Artists Market on West Center Street from April 18 to November 14, 2008. Discussion followed. Councilmember Davis moved to approve the First Amendment to the Moab RV Resort LLC Pre -Annexation Agreement. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. Councilmember Stucki moved to approve a Professional Services Contract with CIVCO Engineering Incorporated Pursuant to Moab REGULAR MEETING & ATTENDANCE APPROVAL OF MINUTES CITIZENS TO BE HEARD COMMUNITY DEVELOPMENT UPDATE ENGINEERING UPDATE PLANNING UPDATE POLICE UPDATE PUBLIC WORKS UPDATE PRESENTATION OF STUDENT OF THE MONTH PROCLAMATION OF TEEN DATING VIOLENCE AWARENESS WEEK PRESENTATION BY GRAND COUNTY SCHOOL BOARD PRESENTATION REGARDING WORKING ARTISTS MARKET FIRST AMENDMENT TO THE MOAB RV RESORT LLC PRE -ANNEXATION AGREEMENT, APPROVED PROFESSIONAL SERVICES CONTRACT, APPROVED January 29, 2008 Page 1 of 2 City's Cooperative Agreement with the Utah Department of Transportation for the 500 West Project. Councilmember Bailey seconded the motion. The motion carried 4-0 aye. There was no Correspondence to be Read. Under Administrative Reports, City Manager Metzler distributed a written report. A Report on City/County Cooperation was not given. Under Mayor and Council Reports, Mayor Sakrison stated that he, Councilmembers Bailey, Bauman and Davis had recently attended Local Officials' Day at the State Legislature. Councilmember Bauman moved to pay the bills against the City of Moab in the amount of $269,444.53. Councilmember Bailey seconded the motion. The motion carried 4-0 aye by a roll -call -vote. Councilmember Stucki moved to adjourn. Councilmember Bailey seconded the motion. The motion carried 4-0 aye. Mayor Sakrison adjourned the meeting at 8:35 PM. APPROVED: ATTEST: David L.
