A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARSON CERTIFYING THE MITIGATED
NEGATIVE DECLARATION FOR FIVE FRANCHISE
PERMITS FOR SOUTHERN PACIFIC TRANSPORTA-
TION COMPANY
THE CITY COUNCIL OF THE CITY OF CARSON HEREBY FINDS,
RESOLVES AND ORDERS AS FOLLOWS:
Section 1. On December 17, 1984, the City Council held a
duly noticed public hearing at which time evidence, both written and
oral, was duly presented to and considered by said Council, regarding
a project for five franchise permits for the Southern Pacific Trans-
portation Company located as described herein:
a), two lead tracks across the westerly half of
South Alameda Street; and
b). three relocated yard tracks across East Carso
Street,
Said tracks are required for the Southern Pacific Transportation
Company to access and serve the Intermodal Container Transfer Facility
site (ICTF).
Section 2, The Intermodal Container Transfer Facility (ICTF)
is a proposal to construct a railroad facility that will be used to
load and unload marine containers from railcars to or from truck chassis.
The project will include the construction of appurtenant railroad and
street improvements, A number of studies have been completed, including
an engineering feasibility study, rail and highway access study and soils
reports, and an ETR which was adopted and certified by the respective
Boards of Harbor Commissioners of the Ports, in October, 1982„
