Greencastle City Hall Call to Order; Roll Call Mayor Murray called the meeting to order at 7:00 PM; upon roll by Clerk - Treasurer Lynda Dunbar the following were present: Adam Cohen, Jinsie Bingham, Mark Hammer, and Phyllis Rokicki. Tyler Wade absent II. Public Petitions and Comments- None III. Special Requests: A. Street Closure- Wasser Brewing Company- Chris Weeks — Motion was made by Phyllis Rokicki to accept the street closure as presented pending proper paperwork turned into Laurie Hardwick, second Jinsie Bingham, 4 -0, motion carried. B. Street Closure- Indiana Street- Truck n' Treat- — Motion was made by Adam Cohen to accept the street closure as presented, second Jinsie Bingham, 4 -0, motion carried. C. Greencastle High School Key Club- Motion was made by Adam Cohen to allow the Greencastle High School Key Club run a 5k Technicolor Fun Run on city streets, second Mark Hammer, 4 -0, motion carried D. Noise Ordinance Waiver- Sigma Alpha Epsilon — Motion by Adam Cohen to allow the Noise Ordinance wavier as presented as long as all the neighbors are notified, second Jinsie, 4 -0, motion carried. IV. Department Reports: a. Cemetery — Ernie Phillips b. Engineer — c. Fire Department — Bill Newgent d. Park and Recreation — Rod Weinschenk e. Planner — Shannon Norman f. Police Department — Tom Sutherlin g. Department of Public Works — Brad Phillips h. Water & Wastewater Department — Robert Lovell i. City Attorney - Laurie Robertson Hardwick Leaf pick -up dates are October 26, 2015 thru November 30, 2015 V. Reports a. Mayor's Report- The Mayor reported the following: • Water Plant needs to be operating as a WT5 plant by November 1, 2015 • Vine Street — Completion date is October 29, 2015. • Work has begun on Facades II, Tennis Courts at the park and Cancilla /Mapleberry Park. • YMCA is still interested in bringing a Community Center to Greencastle. b. Clerk- Treasurer's Report- Budget information will be reported on during Old Business c. Councilors' Report- Mark Hammer asked if the boil order was anticipated. Mayor Murray gave a detailed explanation and she stressed it was not anticipated. VI. Approval of Minutes A. Regular Session — September 8, 2015 Motion by Mark Hammer to approve the September 8, 2015 minutes as presented, second by Phyllis Rokicki, 4 -0, motion carried. VII. Approval of City Claims A. Motion by Mark Hammer to approve claims as presented, second by Adam Cohen, 4 -0, motion carried. VIII.OId Business A. Ordinance 2015 -7 — (Second Reading) An Ordinance for Appropriation and Tax Rates - Motion was made by Adam Cohen to approve Ordinance 2015 -7 (second reading) as presented, second by Mark Hammer, 4 -0, motion carried. B. Ordinance 2015 -8 — (Second Reading) An Ordinance Establishing the Size of the Departments of the City Government of the City of Greencastle, Indiana, Fixing Salaries for the Employees of Such Departments and Fixing the Salaries of Certain Other Appointed Officials for the Year 2016- Motion was made by Mark Hammer to approve Ordinance 2015 -8 (second reading) as presented, second by Phyllis Rokicki, 4 -0, motion carried. C. Ordinance 2015 -9- (Second Reading) An Ordinance Fixing the Salaries of the Elected Officers of the City of Greencastle for the Year 2016- Motion was made by Mark Hammer to approve Ordinance 2015 -9 (second reading) as presented, second by Jinsie, 4 -0, motion carried. IX. New Business A. City Trick or Treating- Motion by Mark Hammer to have city wide trick or treating on Saturday, October 31, 2015 from 5:00 pm to 8:00 pm, second by Phyllis Rokicki, 4 -0, motion carried. X.
