Regular Meeting
Minutes
November 10, 2015 7:00 P.M. Greencastle City Hall
I. Call to Order; Roll Call
Mayor Murray called the meeting to order at 7:00 PM; upon roll by Clerk -
Treasurer Lynda Dunbar the following were present: Adam Cohen, Jinsie
Bingham, Mark Hammer, Tyler Wade and Phyllis Rokicki.
II. Public Petitions and Comments- Jim Wright congratulated the Mayor and her
administration for a job well done for the last eight years.
III. Introduction of 2015 Sustainability Commission Award Winner -
The Sustainability Committee Chairman Anthony Baratta presented the
following awards:
a. Business of the Year- Buzzi Unicem- John Kass
b. Best Practices of the Year — Republic Services- Kenny DePasse
c. Outstanding Citizen of the Year- Susan Murray
d. Young Leader of the Year — Sara Lejsner
IV. Special Requests: None
II. Department Reports:
a. Cemetery — Ernie Phillips
b. Engineer —
c. Fire Department — Bill Newgent
d. Park and Recreation — Rod Weinschenk
e. Planner — Shannon Norman
f. Police Department — Tom Sutherlin
g. Department of Public Works — Brad Phillips
h. Water & Wastewater Department — Robert Lovell

Leaf pick -up dates are October 26, 2015 thru November 30, 2015
V. Reports
a. Mayor's Report- The Mayor reported the following:
• Facades II outside work 50% done. All demolition done.
• Three employees took the WT5 test on November 5, 2015. No test
results have been received yet
• Clear well tank at the Water Plant is now operational.
• YMCA is still reviewing whether to bring the Community Center to
Greencastle.
b. Clerk- Treasurer's Report- The newly elected officials will be receiving
payroll information from the Clerk's office. Please return that information
back as soon as possible.
c. Councilors' Report- Adam Cohen congratulated the newly elected 2016
Common Council. Tyler Wade thanked Brad and his staff for making some
temporary repairs on South Street. Phyllis Rokicki asked if there were going
to be any improvement made to the Vine Street parking lot.
VI. Approval of Minutes

A. Regular Session — October 13, 2015
Motion by Jinsie to approve the amended October 13, 2015 minutes as
presented, second by Phyllis Rokicki, 5 -0, motion carried.
VII. Approval of City Claims
A. Motion by Mark Hammer to approve claims as presented, second by
Tyler Wade, 5 -0, motion carried.

IX. New Business
A. Ordinance 2015 -10 — (First Reading) An Ordinance Originally Amending
Ordinance 2014 -10, And Amending Ordinance 2015 -4 An Ordinance
Establishing the Size of the Departments of the City Government of the City

of Greencastle, Indiana, Fixing Salaries for the Employees of Such
Departments and Fixing the Salaries of Certain Other Appointed Officials
for the Year 2015- Motion was made by Adam Cohen to approve Ordinance
2015 -10 (first reading) as presented, second by Tyler Wade, 5 -0, motion carried.
B. Ordinance 2015 -11 — (First Reading) An Ordinance Originally Amending
Ordinance 2015 -8, An Ordinance Establishing the Size of the Departments
of the City Government of the City of Greencastle, Indiana, Fixing Salaries
for the Employees of Such Departments and Fixing the Salaries of Certain
Other Appointed Officials for the Year 2016- Motion was made by Mark
Hammer to approve Ordinance 2015 -11 (first reading) as presented, second by
Adam Cohen, 5 -0, motion carried.
C. Resolution 2015 -19 A Reaffirming Resolution 2012-4 and Affirming an
Economic Revitalization Area and Recommend Tax Deduction For Ascena
Retail Group, Inc., and GC Fulfillment, LLC- Will be voted on at Special
Session
Special Session- November 24, 2015 at 5:00 p.m. at City Hall
X. Adjournment:
Motion by Jinsie Bingham to dismiss at 7:59 PM, second by Mark Hammer,
5 -0, motion carried.
