A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, REJECTING
ALL BIDS FOR THE OLANDA STREET AND VIRGINIA STREET, STREET
IMPROVEMENT PROJECT; PROJECT NUMBER 4011.68.017
WHEREAS, the Olanda Street; from Carlin Avenue to Gibson Avenue and
Virginia Street; from Bullis Road to Thorson -Avenue, Street Improvement Project,
Project No. 4011.68.017, is scheduled for construction during Fiscal Year 2015 -2016;
and
WHEREAS, Public Works staff advertised the project on September 10, 2015 in
the Lynwood Press Wave, Bid America, Dodge Data and on the City's web site; and
WHEREAS, the City had reason to issue 3 Addenda for the project;
Addendum No. 1; dated September 24, 2015, revised the Tree Bid Item on the Unit Price
Bid Schedule from 1 to 26 trees.
For Addendum No. 2, dated September 24, 2015, the bid date was postponed from
September 28 to September 30. This postponement gave the bidders time to react to
this change in the tree quantities bid item and for the design consultant to check the rest
of the bid items for errors.
For Addendum No. 3, dated September 28, 2015, was issued to replace the entire Unit
Price Bid Schedule bid quantities and to include the revised Technical Provisions for
those bid items in error in the contract documents. The errors found in the bid schedule
were significant enough to require the replacement of the entire bid schedule and the
related technical provisions for each of the bid items in the contract documents; and
WHEREAS, the bid opening took place in the. office of the City Clerk on
September 30, 2015 at 3:00 P.M., (Pacific Time). The following eight (8) bids were
received:

WHEREAS, KTB Construction did not include all 3 Addenda items in his bid
proposal and bid the project using the incorrect Unit Price Bid Schedule; and
WHEREAS, the errors in the Unit Price Bid Schedule in the Contract Documents
may have caused some contractors who submitted bids to erroneously calculate a
certain bid item price, causing disparities in the total bid amount.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the City Council of the City of Lynwood rejects all bids
received for the Olanda Street; from Carlin Avenue to Gibson Avenue and Virginia
Street; from Bullis Road to Thorson Avenue, Project No. 4011.68.017.
Section 2. That the City Council of the City of Lynwood authorizes staff to re-
advertise the project for the solicitation of bids for said project.
Section 3. This Resolution shall take effect immediately upon its adoption.
Section 4. The City Clerk shall certify as to the adoption of this City Council
Resolution.
