HomeMy Public PortalAbout20180710 - Historical Commission - Meeting Minutes1 HOPKINTON HISTORICAL COMMISSION Meeting Minutes July 10, 2018 7:00 PM Senior Center, 28 Mayhew St., Hopkinton MA Members Attending: Mike Roughan, Chair, Nancy Stevenson, Nanda Barker Hook, Austin Spang, Ron Yankee Members Absent: Eric Sonnett, John Pavlov Associate Members Attending: Beth Watson Associate Members Absent: Christine Remby Also Attending: Linda Connelly, James Haskins MEETING MINUTES: May 1, 2018 Minutes presented Ron motioned to accept Nanda seconded Unanimous approval June 5, 2018 Nanda presented the minutes for approval. Ron motioned approval. Nancy seconded Unanimous approval 83 EAST MAIN STREET: Mike asked Eric to speak with Roy McDowell to find out when he would be available for a Public Hearing. The Public Hearing will be on September 4. CHAMBERLAIN/WHALEN: Mike contacted Paul Mastrianni. We had a tentative meeting with the archeologist from Umass Amherst. Mike has not heard back from Mastrianni, so he will contact Elaine to find out our recourse. Mastrianni has agreed to preserve the cellar hole, which previously was for the home belonging to a relative of Buffalo Bill Cody. Nancy read definition of ‘structure’ and ‘demo.’ Mike suggested Nancy go to Planning Board to discuss what is the purview of HHC. Beth agreed to go with her. Jim: Prior to the hotels at the mineral springs, there were possibly Indian monuments. There are also possibly monument remains where they are putting the solar farm on Wilson. Mike: Will contact Linda about the potential site visit date. We should try to get the 2 tribal people out too. The archeologist from Amherst said she would come. Jim: The tribes have started to save these sites, and work with the towns. If there is federal involvement, they have some say. Mike: we now legally can enforce the bylaw. We can fine them up to the value of the property. Jim: Another town has the planning board contact the historic commission when a property is sold. Mike motioned he go before the selectmen to have them make Beth a full time member and Jim Haskins an alternate member. Ron seconded Unanimous approval. RON’S NEIGHBOR: Neighbor presented he was making appropriate revisions to his stone wall. He is clearly moving the stone wall, tearing it down. Ron took pics for tonight, and home owner came out and threatened Ron. Nanda: Is he doing what was approved by the planning board? Ron: Planning Board possibly did not understand exactly what he wanted to do. Mike: If it appears he is demolishing the wall, and is calling it restoration, Mike will call him and explain this to him. McFARLAND SANGER HOUSE: Mike motioned to have Nancy spend up to $9,800.00 for refurbishing McFarland Sanger house windows. Eric Seconded Unanimous approval AIKEN PARK: There will be a trail from bridge up to State Park. May come back to CPC and see if Sudbury Valley will help. Hopkinton Trails Club did a nice trail for about $100k. We have 25k for the trail and 75k for the bridge. Hopkinton Trails Club will be good to help facilitate this. Need Concom to approve. We will probably have to bid it out. Mike will go to Elaine about our Public Hearing for 82 East Main Street. Mike: My opinion is without definitive drawings I will not support razing that house. Even with that, Mike would love to see it kept as a residence. It just needs maintenance. 3 Beth: This house is important. Make sure we go to HHC site and post a “like”. Mike motioned to adjourn. Beth seconded. Unanimous approval.
