Richard Hendrickson, being duly sworn on an oath,
states or affirms that he is the Chief Financial Officer
of the newspaper(s) known as
South Crow River News
and has full knowledge of the facts which are stated
below.
(A) The newspaper has complied with ail of the re-
quirements constituting qualification as a qualified
newspaper as provided by Minn. Stat. § 331A.02,
§ 331 A.07, and other applicable laws as amended.
(B) The printed public notice that is attached was pub-

Public Notice
The city council of the city of Medina
ha. adopted Ordinance No. 452, an
a endment to the Hennepin County
pu lic works facility planned unit devel-
op ent ("PUD") first approved in 1996.
Th amended PUD will permit the coun-
ty to construct a wind energy conversion
sy tem ("WECS"), also known as a wind
tur ine, on the public works facility prop-
ert . The WECS will generate up to 4.9
m=oawatts of electricity which will be
solo to the local energy company and, in
eff: ct, used to offset the county's ener-
gy ost. The WECS will be located in the
so thwest quadrant of the county's
pr.perty at T.H. 55 and Arrowhead
Dri e. The hub of the WECS will be 262
fe high and the maximum height of the
rotors (blades) will not to exceed 410
fee high. Operation of the WECS will be
suject to setbacks, noise limitations
an other environmental standards.
