CALL TO ORDER AND ROLL CALL Secretary Don Bailey called the meeting to order at about 2:10 PM. Members present were, Rick Fereday (arrived about 2:45), Tony Nash, and John Watkins; a quorum was present. Robin Gerbiick and Claudia Delaney were absent. This meeting was held at Legacy Park, primarily at the west end of the Park, adjacent to the McCall Mall property. Also present were Walt Eisenstein, Deputy City Manager/lnfrastructure & Community Development; Michelle Groenevelt, Planning Manager, Construction Manager Tim Swanson, Cliff Yoakum, Hillside Landscape (Contractor), Mandl Roberts, Otak, Brock Heasley, Director, Parks and Recreation, Monica Trapp, Parks Supervisor, and Steve Millemann, attorney for owner of the McCall Mall. 2. APPROVAL OF MINUTES No minutes were provided. 3. McCALL LAKEFRONT IMPROVEMENTS PROJECT The purpose of this informal meeting, which primarily took place at the west end of Legacy Park were: a. Review construction progress and status with the Contractor and Tim Swanson. b. Discuss proposed revision to the plans for the west park area adjacent to the McCall Mall, including the current design vehicle access from East Lake Street to the park. Mandi Roberts presented earlier designs for this area of the park which depict landscaping and a pedestrian path from Lake Street to the flat area vehicle path adjacent to the new restrooms. There were several discussions and ideas presented on how to proceed with redesign of this area of the park which resulted in general agreement (no votes taken) on the following concepts and/or actions to be taken: 1. Walt had the western property line resurveyed; this line coincides with the original Third Street right of way. Apparently, the McCall Mall building protrudes a few inches into the Park property; the existing propane tank and trash fencing on the east side also are located on Park property. 2. There is no apparent need for vehicle access from Lake Street to the Park at this location as currently designed. The only significant question is whether or not the Mall propane service can be delivered from Lake Street down the grade to a new tank (it is expected that the two existing tanks will be replaced with one buried tank to be located about 75 feet from the street on the Mall property). This issue needs to be verified; V-1 Propane in Donnelly is one vendor who supplies buried propane tanks. For information: City of McCall Urban Renewal Agency page 1 of 4 Minutes of May 27, 2008 The Thrift Shop in 2006 obtained costing for a buried propane tank: 1000 gallon tank: $2900 plus tax and labor to install; excavation: $300 (about 5' x 16' x 5' deep). 3. Mandi Roberts will update two or three design concepts for revising the Park plan in the area in question, including a design for pedestrian access from Lake Street (path and/or stairs). 4. Walt will determine the status of the several storm drain manhole covers in the area; there seems to be 3 or 4 more than what should be required to service the Vortex unit. 5. D. Bailey will prepare for discussion points for a proposed Agreement to be negotiated with the Mall owner, concerning such issues as the propane tanks, existing fencing, the use of the existing public sidewalk on the east side of the building, etc. 6. As a result of the survey data, the existing Cottonwood tree and old foundation wall on the northwest corner, adjacent o the Lake, are within the Park boundary. Attached are some possible concepts for how to finish this area (different from what is shown on the construction drawings). Other issues which may need to be addressed: 1. Need for fire protection (hydrants) in the area. 2. The location of the existing sewer manhole, which is adjacent to the McCall Mall building on private property; is there an existing easement for this placement? Where does the sewer line go from this manhole (the new line being placed by the Contractor comes from the east to this manhole). 3. The costs to revise the Park plans and any increased costs to do the approved changes. 4. See Mandi Roberts Discussion Points dated May 27, 2008, for others. 4. Next Meeting is scheduled for June 3 at Legion Hall. City of McCall Urban Renewal Agency page 2 of 4 Minutes of May 27, 2008 Legacy Park Corner (notes from Mandl Roberts) Field Meeting - May 27, 2008 Discussion Points MRA and city have confirmed that the city owns most of the previous 3rd Street right-of- way (extension to the lake). It is a part of Legacy Park and public property. The adjacent property owner has facilities in this area. There seemed to be agreement among City staff that no through vehicular access will be required for the park. Garbage enclosure — not sure what was discussed or confirmed; their design would enclose an area on City property and provide fencing around it. Was this acceptable to the city? Think so. Need to move two propane tanks — one on city property, one on Vickie Wade's property — check access requirements, hose length if delivery truck is parked up at Lake Street level. Who should pay for this? MRA or property owners? Proposed (and existing) driveway at corner (southwest end) can be eliminated; would like to replace it with a combination of landscaping and a staircase (or series of staircases) down to the restroom level — unit pavers for the staircase preferred. Provide landscaping to screen Panda building. Adjust design of lower park pathway (driveable path) so that it can provide a through access to the adjacent private property at the restroom level. May need to raise some manhole accesses with regarding of area — city will check on the need for the manholes or not — some of these possibly can be abandoned. Check turn around radius/space in front of restroom — can this accommodate ambulance turn around so they can turn around and drive back out of the park quickly. (Parks maintenance vehicles should be able to do this too to maintain the restroom). Sand trucks, utility trucks, and other larger vehicles may have to come in on the lower park path and back out....that should not be a problem — the path is wide enough. Cottonwood tree, wooden steps, concrete retaining wall, and wooden structure — there were varying opinions about this area: Everyone agreed that the wooden fencing/enclosure and the elements within it need to be removed from city property. Should the tree be removed or not? If removed the entire area can be lowered and regarded, creating a better transition to adjacent property and better potential for extending a boardwalk along the lower level. If tree is to be retained, regarding will be limited — because roots are within the top layers of soil/sand in that area (near the top of the steps). How much do MRA and city want to spend to clean area up? Should focus of investment be on pedestrian access/staircase and landscaping at corner, or on cleaning up the tree/wooden stair and concrete wall remnant? Can the MRA afford to do both? City of McCall Urban Renewal Agency page 3 of 4 Minutes of May 27, 2008 Concrete remnant piece is unattractive and either needs to be removed or capped/covered in some way. Could it be cut off cleanly? Could we carry rocks/boulders down from end of concrete wall to hold slope in place? Need to keep storm drainage outlet in that vicinity in place. Beach in this area is proposed to be graded in a "bowl" from high point at tree down to beach. Some want to remove the tree- its just a cottonwood — unsightly and not the proper tree for the park. Removal of mature tree at the water's edge will require approval from McCall Tree Committee. Parks Department core drilled the tree — it appears to be healthy/thriving. Roots have ventured out in all directions to stabilize the it. Can Mandi help write a letter to the Tree Committee indicating why the tree needs to be removed and replaced with more suitable trees for the park? Yes if that is what Board/City direct. If tree is removed — look at new design for wooden stair (remove and put in stone steps....lower area significantly). Now that the concrete remnants/pieces have been removed from the beach, there is a substantial amount of sand/dirt material that needs to be removed/relocated and the area needs to be regraded according to plan. Brock — still concerned about volleyball location, potential vandalism of restroom, etc. To Discuss and Resolve at June 3 MRA Meeting: Board's conformed opinion about the general direction for that area Direction to Otak to prepare quick design concepts for area (based on field discussions and past design work for the grand staircase) Working with Hillside on cost estimates for options presented Availability of additional topographic survey information/data for that area to reference concept development Agreement with/clarification with adjacent property owner — what is MRA agreeing to improve and cover the cost of ? Cottonwood tree removal?
