Parks & Recreation Board
Tuesday, January 19, 2016

Item 1: Call meeting to order, roll call, and confirm presence of a quorum
Chair called meeting to order at 7:03pm. Staff called roll and confirmed quorum.
Item 2: Consideration of changes or adjustments to the agenda
Commissioner Brian Lowen will give Town Board update. Future agendas will include Orange County
update by Annie Jarabek.
Item 3: Approval of minutes from December 15, 2015
There were no changes to the December 2015 minutes.
Motion to approve December 2015 minutes: Noah Mace

Item 4: Kings Highway Park Master Plan work session:
Board reviewed the final DRAFT of the Kings Highway Park Master Plan. Board members asked to add
statement explain the elimination of the Trail Loop and crosswalk from the original site plan. Staff
agreed to add a few sentences to the bottom of page 8.
Motion to recommend to Town Board adoption of Kings Highway Park Master Plan: Todd Stabley
2nd: Ashley DeSena
Vote: Unanimous
Conditions/Notes: Add a few sentences describing why the Trail loop and crosswalk were eliminated
from the original site plan on page 8
Item 5: Review midyear expense report for parks items
Board discussed expense report but took no action.
Item 6: Review FY17 proposed parks budget
Board discussed FY17 proposed budget. Staff explained rationale for departmental reorganization and
new staff persons. Staff explained that the Town Board and Exchange Club board are investigating
whether a mutually acceptable agreement can be reached in regards to long term ownership and
maintenance of the Exchange Club Park. Staff explained that the proposed budget will be altered over
the next several months and staff will return with updates.
Item 7: Reports and Updates
Town Board: Brian Lowen reported that Town Board made annual appointments to
boards and commissions, recognized staff for years of service, discussed a
subdivision north of town that wants to hook into city water, and voted to stop
nonprofit annual donations.
Planning Board: Chris Wehrman reported that Planning Board interviewed three
new candidates, discussed text amendments, and continued the Collins Ridge
Public Hearing.
Park Steward reports:
1. Gold Park: Annie Jarabek was not present, Dog Park: Nancy Taylor reported
everything is fine.
2. Turnip Patch Park: Annie Jarabek was not present.
3. Murray Street Park: Ashley DeSena reported everything is fine but noted that a
car got stuck in the park on New Year’s Eve.
4. Kings Highway Park: Todd Stabley reported that there is trash that needs to be
picked up in the parking area.
5. Hillsborough Heights Park: Kim Woodell was not present but Nancy Taylor
reported that the park looks fine.
6. Riverwalk: Robb English reported that he hadn’t visited but asked staff about
flooding. Staff reported that recent flooding didn’t damage the trail or
boardwalks but did require some cleanup. Staff reported that sewer relining
project is complete. Staff noted that it was impossible to keep folks from using
the trail when the relining was underway.
7. Downtown Sidewalks/Mayo Park: Staff reported that bid docs and construction
plans are complete and ready to be released and will be released as soon as
FHWA and NCDOT issue construction authorization. If all goes well construction
could begin in April.
Staff Updates: Cates Creek Park is being readied for the grand opening which will
come when all paperwork is turned in from developer, CMAQ Sidewalk Connections
project is experiencing some necessary delays due to additional engineering that
must be completed for stormwater and utility designs. Pedestrian studies for North
Churton and South Churton are underway.
