Minutes
7. CALL TO ORDER AND ROLL CALL,
Chairman Rick Fereday called the meeting to order at 8:10 am. Members present were Rick
Fereday, Don Bailey, Claudia Delaney, John Watkins, and Lynne Westerfield.
Also present were Walt Eisenstein, Public Works Director; Brock Heasley, Director Parks &
Recreation; Lorraine Brush, Administrative Assistant Public Works; Construction Manager Tim
Swanson; and Betsy Roberts, CH2M Hill. Cliff Yochum, Hillside Landscape; and Mandi
Roberts, Otak, participated via telephone.
2. WEST SIDE STAIRS
Mandl Roberts discussed the three drawings depicting the proposed west side stairs. Mandi
sent the drawings by email yesterday afternoon, and handouts were also provided today. She
noted that the railing is required by code. There was a discussion about the cost to add the
heated stairs. Cliff Yochum said he got preliminary quotes from vendors for heating the stairs of
approx. $23,000. The quotes were obtained prior to Cliff having received these drawings, and
were for a larger area since they included additional area at the top and bottom of the stairs.
The $23,000 also included the exterior pad by the restroom. There was a discussion about
potential utility costs for heating the stairs, and it was noted that the heating can be turned off as
needed.
Cliff said he can get prices for the work depicted in these drawings by Thursday or Friday. Mr.
Fereday asked Betsy Roberts about the vortex and manholes as shown in the drawings. Betsy
said they will need to stay in their current locations, and the concrete collars could be removed
since there will be plantings around them. Betsy said she needs to check with Rick Schiermeier
that the access will be ok. Tim Swanson asked whether there should be a retaining wall along
the western edge of the landscaping, since it slopes toward the McCall Mall. Cliff agreed that
the grade is steeper than shown on the drawings and could be a drainage concern. There was a
discussion about the function provided by the cheek wall of the staircase and the new curb on
the street. It was agreed to add a small edge along the western side of the landscaping to
address the problem.
Rick Fereday noted that the final decision regarding the proposed west side stairs will be made
at next week's meeting, when the costs are available.
3. PROJECT UPDATE
Cliff Yochum reported that the schedule remains as reported two weeks ago. The bathroom
concrete is still controlling the schedule. Once that is finished, the Lake Street curb and gutter
work can begin. The parking lot drainage improvements are in, and they hope to pave next
week. Then they will add the reclaimed asphalt on Fir Street. They are also coordinating with
Hotel McCall regarding their work on the south side of Lake Street.

Mr. Fereday inquired about the budget to landscape the parking lot. Cliff said it was about $20-
25,000. Mr. Fereday noted that the south and west sides especially would need landscaping.
Cliff said he could report next week what the budgeted money could provide.
Mr. Watkins inquired about dust abatement once roads are re -opened. Betsy said that using
chemicals could affect the ability to grade etc. Tim Swanson noted that E Lake Street will not be
as dusty as it had been since they have now removed the layer of fine dirt, and then 3/" will be
put down.
Mr. Bailey asked about the paver thickness issue. Betsy reported that the pavers are ok as
designed at 60mm thickness. She said both the subgrade and pavers are suitable for
anticipated load limits.
4. NAMES OF PIONEERS / ETCHED GRANITE PAVERS
Mandi Roberts discussed the list of names of pioneers to be etched on granite pavers. The bid
was for 20 names/granite pavers. Her email sent yesterday, also provided on handouts at the
meeting, lists those 20 names and an additional 20 names that the Board can consider, as well
as a drawing of locations. Mandi has worked with Carol Coyle and the historical society to get
the names. Cliff Yochum said he would get a price per etched granite paver. Mr. Fereday
inquired about signs explaining the etched pavers. Mandi said interpretive panels are budgeted
for in the furnishings set aside budget. There was a discussion of the types of trees to be.
included on etched granite pavers. It was agreed that Hemlock was not a local species.
Mandi inquired if the Board concurred with the 20 names of pioneers. The Board agreed that
yes, they concur with the names provided by Carol Coyle and the historical society. It was
agreed to wait until a price is available, to decide whether or not to add additional pioneer
names on additional granite pavers. Mandi will send the list of 20 names and the artwork to Cliff,
as well as the revised tree list. Mr. Fereday inquired whether there was any cost savings per
paver to order more than 20 now. Cliff responded that we are already getting a quantity price,
there would be no benefit to ordering additional pavers etched with pioneer names now.
5. ADJOURNMENT
Ms. Delaney moved to adjourn the meeting. Mr. Bailey seconded the motion. In a voice vote, all
members voted in favor. MOTION CARRIED. The meeting was adjourned at 09:15 am.
