JANUARY 21, 2014
The City Council of Medina, Minnesota met in special session on January 21, 2014 at
6:00 p.m. in the City Hall Chambers. Mayor Weir presided.
I. ROLL CALL
Members present: Martin, Anderson, Pederson and Weir.
Members absent: Martinson.
Also present: City Attorney Ron Batty, Public Safety Director Ed Belland, Public
Works Director Steve Scherer, City Planner Dusty Finke, and City Administrator Scott
Johnson.
II. ALLOWED CONSTRUCTION TIMES UNDER THE DEVELOPMENT
AGREEMENT
The City Council discussed changes to construction times for developments. Staff was
directed to remove Sunday construction times, create a separate ordinance to define
construction hours and separate building permit hours from grading hours.
III. TOWER DRIVE PROJECT DISCUSSION
The City Council discussed the Tower Drive project and timing for the applied grant
from the Minnesota Board of Water and Soil Resources (BWSR) for the stormwater
portion of the project. Council Members requested preliminary design and financial
information on the Tower Drive project. They also requested information on the
proposed CR 116/55 project and the 2014 Capital Improvement Plan. Staff will bring
this information forward to the February 18, 2014 Work Session.
IV. AGRICULTURAL PRESERVE
City Planner Dusty Finke provided the City Council with background information on
Agricultural Preserve Zoning. The City Council discussed the policy implications for
this type of zoning.
A motion was offered by Council Member Anderson to continue the meeting
immediately after the January 21, 2014 City Council Meeting due to time constraints.
The motion was seconded by Council Member Martin and approved unanimously.
The meeting continued at 7:51 PM. The City Council directed staff to bring back
analysis on how road assessments are impacted by the Agricultural Preserve Zoning.
Staff will bring this information forward at the February 18, 2014 Work Session.
V. ADJOURN
Mayor Weir adjourned the meeting at 8: 04 p.m.
