Members present: Mayor Wayne Neddermeyer, Councilmen Tom Stevens, Robert Franklin,
Arthur Theis.
Motion by Robert Franklin and seconded by Tom Stevens to suspend with reading of the
minutes with the exception to correct spelling of name to Ray Odde.
Motion carried.
1. NORTHWESTERN BELL CABLE
Motion by Tom Stevens and seconded by Arthur Theis to grant request #4872 to
Northwestern Bell to bury cable on Willow Drive south of Trunk Hwy. #55.
Motion carried.
2. CIGARETTE LISCENSES
Motion by Tom Stevens and seconded by Arthur Theis to approve 1975 Cigarette
Liscenses for Frenchies Diner and Hamel Superette.
Motion carried.
3. JOHN ZEGLIN - SNOWMOBILE TRIALS
Motion by Bob Franklin and seconded by Arthur Theis to grant permission to hold
Snowmobile Trials on Lake Independence on Feb. 9th, 1975. The City of Medina to
assume no liability.
Motion carried.
4. PUBLIC HEARING 8 P. M. A CHANGE IN MEDINA SEWER SERVICE AREA BOUNDARIES
Robert Franklin explainea that it would include Morris T. Baker Park and Indepen-
dence Beach and remove an area in Section 22. Emil Jubert pointed out that he
doesn't want sewer and water on his property. Lyle Swanson said the cost of sewer
and water on an average home on a 100 Ft. Lot. would be 1'5000.00 plus an additional
8375.00 Sac Charge, with an additional t26.00 Per front foot over 100 Ft. Hennepin
County Park Board would like to meet *ith the council prior to Feb. 4th. The Park
sewer assessment would be between 8170,000.00 to °"213,000.00 approximately. They
are not interested in having water. Total cost of sewer to Maple Plain would be
8496,000.00 plus t167,000.00 sewer connections. After much discussion Robert
Franklin made a motion to close Public Hearing seconded by Arthur Theis.
Motion carried.
5. PUBLIC HEARING - MINIMIIM LOT SIZE, ZONING CLASSIFICATION FOR MOBILE HOME PARKS
AND LOCATION OF ON_- SITE SEWER. SYSTEMS
Dick Schieffer opened the hearing with an explanation of the reason for the proposed
Lot change from 1 acre to 2i acres that much of the land is not well suited for
soil absorption. Julia Porter stated that 2i acres is not sufficient if it is next
to a lake. It may meet the 7,000 Sq. Ft. requirement, but it might pollute lakes or
cause flooding. She recommends a 5 acre minimum. Jerry Dykhoff said he felt 2i
acres is sufficient with 7,000 Sq. Ft. of soil suitable for absorption. He also
recommends On -Site Sewer Inspection. Jim Lane thought 2i acres is not sufficient.
He also asked the council to be polled as to their opinions. Arthur Theis - originally
thought 3 acres, but decided to wait for next meeting to give an opinion. Robert
Franklin and Thomas Stevens both thought 2i acres is sufficient. Wayne Neddermeyer
said less than 2i acres, but would go along with the 22 acres. Anne Dorweiler
presented the following letter from Ray Vignola - Planner.

Gentlemen:
I have reviewed the proposed amendments to the zoning ordinance and the city
sewage disposal code dealing with minimum lot sizes for on -site septic systems. I
find them quite unique and definitely in conformance with the proposed Community
Development guide being prepared. In that report there is a definite emphasis on protecting
the enviornmental health of the community, and one of the recommendations is that such
an ordinance as is being proposed be considered.

In light of this, I would urge all of you to a^:opt these ordinance changes
as quickly as possible.

Dorweiler). Motion by Robert Franklin and seconded by Arthur Theis to close public
hearing and the council will receive any documents presented within 10 days.

6. ELANOR REISERS PLAT
Motion by Robert Franklin and seconded by Arthur Theis to approve preliminary plat of
Sunny Hill upon recommendation of the Planning Commission and grant a variance on
Lot 3 to be 0.87 acres in view of the fact that the lot contains existing house and
working septic system. Further preliminary plat is ammended to move the line
between Lots 1 & 2 extending to Deer Hill Road 20 Ft. to the west. Said approval
subject to 3150.00 platting fee and 3150.00 Park Fee.
Motion carried.
7. BILLS
Motion by Arthur Theis and seconded by Thomas Stevens to pay the bills. Payroll in
the amount of 31808.11

8. ASSESSMENTS ON HAMEL ROAD
Motion by Robert Franklin and seconded by Arthur Theis to set a Public Hearing at
8 P. M., February 18, 1975 in the City Hall for Hamel Road Sewer and Water Extension
assessments. Notices sent to land owners 10 days in advance of the Feb. 18th hearing.
Motion carried.
9. Motion by Robert Franklin and seconded by Arthur Theis to reopen the Public
Hearing on Ordinance Change as relates to Mobile Home Parks at 9:30 P. M. Feb. 4, 1975
Motion carried.
10. RESOLUTION CONCERNING BURNING IN THE CITY OF ME1)INA
Motion by Robert Franklin and seconded by Thomas Stevens to recopy Resolution No. 74-2
concerning burning in the City of Medina to have in the minutes of the January 21, 1975
meeting as follows: BE IT RESOLVED that, in accordance with Resolution No. 72-6,
the Medina City Council determines that as of this date the entire City qualifies
under Section 545:10 (c) of the City Code as an area of fewer than 100 dwelling
units per square mile, thus permitting the continuance of burning of refuse from
dwelling units throughout the City. Passed by the Council this 2nd day of January,

For Sale - 5 Lots in Independence Beach. Consider buying 1 Lot which the City of
Medina holds a $1300.00 assessment against.
12. POWER OUTAGE
Arthur Peabody appeared in regard to the power outage from the recent storm. He
state that he was without power from Friday January 10th at 10 P. M. Until Sunday
January 12th at 11 P. M. How should we respond to this matter.
Motion by Thomas Stevens and seconded by Arthur Theis to adjourn. Meeting
adjourned at 11:45 P. M.

Assessor Willis Kohnen; Clerk, Donna Roehl; Treasurer, Wm. Rudolph
Motion by Robert Franklin.. seconded by Arthur Theis to approve minutes of January 21, 1975
as presented and received.

1. WOODLAKE SANITARY SERVICE
Rodney Kager, Manager of Woodlake Sanitary Service detailed briefly their plans to expand,
facilities by the edition of approximately 40 acres. Application has been filed with
Minnesota Pollution Control Agency but trey will take no action until Medina city council
indicates their wishes. Environmental Quality Control Council will then make an assessment.
Motion by Robert Franklin, seconded by Arthur Theis to refer application to the Planning
Commission and that Anne Dorweiler study their plans.
Motion carried unanimously
2. INDEPENDENCE BEACH SEWER AND WATER PUBLIC HEARING, 8:00 P.M.
A slide presentation and information was presented by Engineer, Skip McCombs. He indicated
costs as follows: Sewer total-$714,600, broken down thusly: Hennepin Co. Park-$179,900.,
City of Medina-$534,700, or a minimum cost per lot of $3460 figured on a 110 foot lot.
Water total-$275,400, or a minimum cost per lot of $1625. Hennepin Co. Park is not inter-
ested in water facilities and water system would include Independence Beach area only.
Total cost of project, $990,000 or $5085 per lot, sewer and water.
Bob Ehlers Jr. of Ehlers and Associates, Financial Consultants responded to questions
regarding financing and assessments to rpoperty owners. Interest rates on 20 year bonds
are now 64 / and he sees no problem in selling them. First year assessment for owners
would be $620.00 and last year assessment would be $220.05. Sac charges per hookup are
$325 paid to Metro Sewer Board. If any land were to be tax forfeited costs would be paid
by
the entire city and not reassessed to owners in Independence Beach sewer area.
ii r. M. ombs informed residents that there are 95 units in the area at this time and 130

an. 2 that may possibly be built.

Discussion of small lots and if they could be built upon. In other areas with similar
circumstances if someone owns 2 lots he must combine the 2 to build, if only 1 lot is
owned permits may be issued for that 1 lot.
