A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
CALIFORNIA, APPROVING A COST REDUCTION CONSULTING SERVICES
AGREEMENT WITH PROCURE AMERICA TO PROVIDE AUDIT SERVICES AS
RECOMMENDED BY THE AD HOC AUDIT COMMITTEE, IN AN AMOUNT TO BE
DETERMINED
WHEREAS, the City of Lynwood's Ad Hoc Audit Committee has met to review
and make recommendations to the City Council on auditing and cost review measures;
and
WHEREAS, Procure America has expertise in performing auditing and cost -
reduction services by analyzing policies, procedures, supplier contracts, past invoices
and other pertinent information; and
WHEREAS, Procure America has agreed to offer cost - reduction and auditing
services for a percentage from realized savings, derived from. ProcureAmerica
recommendations; and
WHEREAS, a special auditor appointed by the Ad Hoc Committee will review
and validate recommended cost - savings actions and enable the Ad Hoc Committee to
make recommendations to the City Manager; and
WHEREAS, The City Council per Lynwood Municipal Code section 6- 3.13(a)(3)
may dispense with any bidding requirements, by a 4/5 vote, for purchases that may be
more economically and efficiently effected through the use of a recommended alternate
procedure.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD
HEREBY RESOLVES AS FOLLOWS:
Section 1. By approval of this .Resolution, the City Council of the City of
Lynwood hereby approves the engagement of Procure America to provide, initially, the
"Utility" and "Treasury Services "_ enumerated in the "Procure America: Statement of
Work," agreement for a term of three years. The agreement will be in a form to be
approved by the City Attorney.
Section 2. By this action, the City Council confers authorization to the City
Manager to execute any addendum to the attached Statement of Work from Procure

America to implement its cost - savings services, in a form approved by the City Attorney
and any related and relevant documents thereto.
Section 3. This Resolution shall become effective immediately upon its adoption.
Section 4. The City Clerk shall certify as to the adoption of this City Council
Resolution.
