Present: Fran DeYoung, Jeff Doherty, Ed Harrow, Nancy Peters, Brendan Tedstone At 7:30 pm, the meeting was called to order. 7:30 PM: Discuss status of OSPC managed parcel, 0 Sylvan Way (R16 27 0) A discussion was held with Mr. Michael Todisco, 69 Winter Street, regarding a potential area of lawn encroachment onto the 0 Sylvan Way parcel. Mr. Todisco noted that he did not install and does not maintain the turf grass area in question. The OSPC determined to send a follow-up letter to the property owners at 73 Winter Street. 7:40 PM: Review draft OSPC letter of support and sponsorship for HALT’s CPC FY2020 funding request for a CR on twelve (12) town-owned parcels A discussion was held regarding the draft support and sponsorship letter. Mr. Harrow made a motion to issue the letter. The motion was seconded by Mr. DeYoung and it passed unanimously. 7:44 PM: OSPC Business Mr. DeYoung made a motion to approve the draft minutes of 04 October 2018. The motion was seconded by Mr. Harrow and it passed unanimously. A discussion was held regarding a reorganization of the OSPC. Ms. Peters made a motion to have Mr. Doherty serve as Chair until May 2019. The motion was seconded by Mr. DeYoung and it was passed by everyone except Mr. Doherty who abstained. Ms. Peters made a motion to have Mr. Harrow serve as Vice Chair until May 2019. The motion was seconded by Mr. Tedstone and it was passed by everyone except Mr. Harrow who abstained The OSPC noted the next public meeting is scheduled for 06 December 2018. The motion was seconded by Ms. Peters and it passed unanimously.
